Description

The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Washington is interested in obtaining Managerial and Logistical Support Services on behalf of the Naval Supply Systems (NAVSUP) Command Headquarters, Mechanicsburg, PA. Anticipate multiple awards of cost plus fixed fee, level of effort, indefinite delivery/indefinite quantity type contracts for a base year plus four one-year options with an additional 6 month option in accordance with FAR 52.217-8. Approximately 17 labor categories and 140,000 labor hours are estimated annually for this requirement. The contract will include requirements in the following areas: 1) Hands on financial and logistical expertise to assist in budget justification and analysis. 2) Provide technical support to perform risk assessment of Navy's financial and supply processes. 3) Provide personnel with expertise to assist in civilian workforce planning. 4) Perform analysis and provide recommendations of the Defense Logistics Agency's procurement process. 5) Develop management policies and procedures. 6) Assess the operations of the Navy Exchange Service Command 7) Assess the operations of the Navy Petroleum System's Division 8) Providing e-business consulting services 9) Provide Executive or Master chef services for Navy ships 10) Support the establishment of Activity Based Costing and Activity Based Management models. A pre-proposal conference will be held in Mechanicsburg, PA. The date will be provided in the RFP. Contractors will be required to establish an office in the Mechanicsburg, PA area. This is an UNRESTRICTED, full and open competitive solicitation. See Note 26.
