- The Air Armament Command, Eglin AFB FL is contemplating a follow on sole source award of a Firm-Fixed Price (FFP) contract with three one-year options to Lockheed Martin Corporation, Federal Systems Owego, 1801 State Route 17C, Owego NY 13827-3998 for Sustaining Engineering Services. The services are in support of the operations and maintenance of the AN/APR-50 test line in the 16th Electronic Warfare Squadron, Eglin AFB, FL. The effort consists of responses to recurring engineering tasks to support B-2 electronic warfare (EW Operational Test Requirements). The period of performance is expected to be from 1 Jun 01 -- 31 May 02; 1 Jun 02 _ 31 May 03; and 1 Jun 03 _ 31 May 04. Planned tasking will directly support the maintenance, operation, and technical capabilities of the AN/APR-50 mockup and associated support equipment located in and/or supporting the 16 EWS. The contract is to include all 16 EWS AN/APR-50 support equipment requirements. Two full-time on-site engineers will be required for this contract. Prior to performance, all contractor personnel must be United States citizens and possess Top Secret security clearances. On-site engineers performing under this contract shall maintain a special access required (SAR) security clearance. Offeror must have a prior and detailed working knowledge of the design, operation and maintenance of the ZSR-63 hardware and software, stand-alone ZSR-63 system testing, the 16EWS test laboratory requirements, B-2 defensive management system (DMS) special test equipment, special B-2 instrumentation and data reduction hardware and software, B-2 aircraft systems, and their interfaces with the B-2 ANAPR-50 system. Offeror must be familiar with the technical theory and application of VAX architecture and programming, Versa Modular European (VME) based computer systems, X-windows programming and applications, ETHERNET local area networks, and Military Standard 1553B data bus operations. A working knowledge of EW principles and equipment to include radar receiver and transmitter systems, advanced digital signal processing and transmission line, antenna and electromagnetic wave theory is required. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified above.
