Description

The original solicitation number DAKF04-01-B-0003 is changed to read DAKF04-01-Q-0011. This is now a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 1206, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DAKF04-01-Q-0011 is requested as a Request for Quotation unrestricted under the Standard Industrial Code 3669 and will be for a Requirements Firm Fixed Price Contract. Item 0001 Lease of Handheld Radios Est. Quantity 27,000 days (450 ea radios x 60 days). Item 0002 Lease of Base Stations to include radio, power source magnetic mount antenna and headset Est. Quantity 1500 days (25 base stations X 60 days.) Item 0003 Lease of Mobile Radio Units to include radio, cigarette lighter adapter, and magnetic mount antennas Est. Quantity 2,400 days (40 Mobile Radios x 60 days.) Item 0004 Lease of Repeater 5-channel 800 MHZ trunked Est. Quantity 180 (3 Repeaters x 60 days.) Item 0005 Installation and Retrieval of Repeaters. This is to be a one-time charge for the cost of installing and retrieving repeaters. It will be included on the first delivery order of any subsequent contract awarded from this solicitation. Est. Quantity 1 lot. Each repeater to have the capability of 200 talk groups. The contract period of performance will be from 26 February 2001 through 01 May 2001. Each radio must be capable of being programmed for a minimum of 20 talk groups. The entire system must be based on trunking radio technology. A minimum of 2 repeater sites with adequate channeling to support a minimum of 200 talk groups. Analog voice communications at a minimum are required. Each radio must have a belt clip or holster. No encryption required. Programming of radios for talk groups must be able to be accomplished by on site personnel from NTC Spectrum Management Division with software provided by successful Offeror for this purpose. All above line items are to be delivered to the National Training Center, Fort Irwin, California at location to be specified on each delivery order. Items to be quoted FOB Destination. APPLICABLE PROVISIONS AND CLAUSES: 252.204-7004, "Central Contractor Registration and Electronic Funds Transfer." 52.212-1, "Instruction to Offerors." 52.212-2, " Evaluation-Commercial Items." The following factors will be used to evaluate offers: Technical capability of the item offered to meet the Government requirement, price and past performance. Technical and past performance, when combined, is more important than price. Descriptive literature of items offered must accompany response to this solicitation. 52.212-3, Alt I, "Offeror Representations and Certifications-Commercial Items." 52.212-4, "Contract Terms and Conditions-Commercial Items." 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items." 52.216-18, "Ordering", Order dates will be from date of contract award through 01 May 2001. 52.216-2, "Requirements." The Contractor shall not be required to make any deliveries under this contract after 01 May 2001. 52.232-33, "Payment by Electronic Funds Transfer." All responsible sources that are currently registered in the Central Contractor Registry may submit a proposal, which shall be considered.
