- Note 9 applies. The NAVICP is soliciting for a commercial 50-Person Inflatable Life Raft. The RFP can be downloaded at the Naval Logistics Library, under the Virtual Bid Room. (http://www.nll.navy.mil). Award will be made to the offer that represents the Best Value to Government based on an evaluation of Technical, Price and Management. Resulting contract will be a one year Requirements Contract with four one year options. The Navy is using the procedures of FAR Part 12 for Commercial Acquistions.
