Description

General Requirements: Company, regardless of size, SIC 8711, with qualified and experienced, DOE "Q" cleared staff to be located at the Pantex Plant, Amarillo, TX, for professional services assistance in the performance of authorization basis development activities. Specifically: Staff shall have bachelor's degree in engineering or scientific discipline, combined with approximately 6 to 8 years direct experience with nuclear weapons facility authorization basis development and review. The experience sought is in the development, implementation, maintenance, and change control of nuclear weapons facility authorization and safety basis documents, such as Safety Analysis Reports, Basis for Interim Operations, Technical Safety Requirements, Technical specifications and Justifications for Continued Operations. Staff shall have demonstrated knowledge and ability to develop hazard and accident analyses and establish clear linkage between hazards and controls; prepare and review calculations, analyses and engineering evaluations in support of the safety basis; derive and develop operational controls for nuclear facilities and activities, including Limited Conditions for Operation, administrative controls, and design features; and review and critically evaluate the technical adequacy of authorization basis and safety basis documents. Staff must have extensive knowledge of Department of Energy Orders and Standards governing authorization basis document development and requirements. See Note 25.
