Description

17. Student Financial Assistance intends to negotiate on a sole source basis with Electronic Data Systems (EDS), Herndon, Va. to provide continued support of student direct loan origination capability. The basis for the proposed award is 41 USC 253(c)(1) and FAR subpart 6.302-1, only one responsible source. EDS was competitively awarded contract PM-95-01-6201 to provide services in support of the direct loan origination system. Required tasks performed consists of receiving loan origination documents, reviewing and validating records for accuracy and completeness with established standards and requirements, processing transactions including disbursements and account reconciliation, and managing/maintaining central database and associated software. Student Financial Assistance is undergoing a massive modernization effort and several initiatives currently are in varying stages of implementation. One key initiative is replacing the present direct loan origination process with a new Common Origination and Disbursement (COD) system beginning in 2002. The current contract with EDS expires on September 30, 2001 and it is not practical or feasible to conduct another competitive procurement on an interim basis until the new system is deployed. Consequently, SFA plans to negotiate a sole source contract with EDS for one base year and two option years to allow time for COD implementation and completion of all transactions including disbursements and account reconciliation for all loans made under the existing loan system.
