Description
Overhaul of 9 each of the T53-L-703 Engine, P/N 1-000-060-23, for the Cobra Helicopter. Contractor requirements are as follows: must have FAA Repair Station Certification with T53 engines included; must habe a U.S. Government approved Procurement System to insure that all parts procurements are competitive resulting in the lowest price' must have prior experience in depot level maintenance of U.S. Army T53-L-703 engines; must have engine test capability calibrated and correlated to U.S. Army calibration standards; must be in compliance with ISO 9000 standards must have demonstrated U.S. Government contract experience in MIL-Q-9858, QE-STD-1 and -2 quality programs; must have in-house DCMC oversight; must have in-house rework/processing capability for components and accessories; must have demonstrated the ability to deliver engines consistently on or ahead of contract schedule requirements recommend a site visit to Fort Drum, NY, be accomplished by offereing contractors before submitting quotation. Overhaul requirements are as follows: overhaul will be in accordance with DMWR Manual 55-2840-113-11-1/-2/-3/-4, the applicable Overhaul Manuals and all applicable up to date Army Technical Manuals; upon completion of the overhaul, the overhaul activity will furnish a serviceable "Zero Time Since Overhaul" Engine with an Oil Analysis Data Sheet, a Test Cell Run Data Printout and all pertinent historical data which will be up to date and recorded in accordance with DA Pam 738-751 and TB 1-1500-341-01; all components will have time remaining to meet the next overhaul interval of 2400 operating hours; all up to date Safety Flight Message, Aviation Safety Action Messages and Technical Bulletins will be complied with, i.e., UH-1-00-01 and AH-1-00-014 concerning the 1-100-078-07 5000 hour life limit and UH-1-00-03/ -6, AH-1-00-04/06 and AH-01-01 concerning life limites for critical rotating components comply with the intent of AED-P3127 for inspection and replacement of N2 Spur Gear and the Reduction Gear Assembly to comply with Safety of Flight requirements; the engines will be properly preserved and packaged for shipment and storage in accordance with TM 1-280-229-23. Required return date of overhauled engines back to Fort Drum, NY will be on or before the following schedule: 3 each -- 1 April 2001, 2 each -- 15 April 2001, 2 each -- 15 April 2001, 2 each -- 1 May 2001, 2 each -- 15 May 2001. Acceptance will be performed at the DOL AVIM MMD Facility, Fort Drum, NY. DOL AVIM MMD, Fort Drum, NY, will transport engines at the Government's Expense to and from the contractor's facility. NAICS is 336412 with small business size standard of 1,000 employees. Solicitation is unrestricted and quotations may be submitted by any responsible source.
