Description
The Agency for Healthcare Research and Quality (AHRQ) of the US Department of Health and Human Services, is conducting a market survey to seek potential sources from qualified small business firms under North American Industry Classification System (NAICS) Code 54161 ($5 million) which have the capability to carry out the development, implementation, maintenance, and assessment of a web-based project that enhances learning from the analysis of "near miss," de-identified medical, surgical, obstetrical/gynecological, psychiatric, and pediatric abstracts, case studies, and ensuing electronic dialogue of clinical personnel interested in reducing the risk of medical error and improving patient safety. "Near miss" cases are defined as those that include error(s) in the delivery of health care but those errors do not result in harm or injury to the patient. The project shall also include the recruitment and use of an Editorial Panel responsible for selecting cases to be posted on the web, the use of off-the-shelf software to capture and analyze electronic dialogue, and the production of useful reports for blame-free learning. Sources must have an understanding of and preferably experience in the development and application of medical education programs; health services research; development, implementation, and support of electronic, web-based systems; confidentiality and legal protections of reported health care information for blame-free learning; and program evaluation/assessment. Sources must also possess, or be able to obtain (in-house or through subcontracting/consulting arrangements) the staff and other resources needed to expeditiously carry out the different types of activities listed above. Sources must describe their ability to solicit and receive adequate numbers of suitable abstracts and case studies of "near misses" from academic medical centers and other like institutions providing health care. Sources must also describe experience in and ability to 1) develop and apply high quality, effective learning and educational activities and programs as they relate to the delivery of medical, surgical, obstetrical/gynecological, psychiatric, and pediatric care; 2) recruit and retain an effective expert panel; and 3) use off-the-shelf software for text analysis; and develop, maintain, assess, and modify effective web-based services, programs, and applications. Staff must include a Project Director who should have, at a minimum, a medical degree and be a practicing, licensed physician with expertise in medical education. The Project Director should not have less than ten (10) years total work experience which includes: 1) at least eight (8) years in the specialty services fields identified above (medical, surgical, obstetrical/gynecological, psychiatric, or pediatric) in progressively responsible positions; and 2) demonstrated skills in organizing and monitoring challenging and complex projects conducted by groups of diverse professionals. Capability statements should be tailored to this request and identify the source's capabilities to complete this requirement, including information on key staff experience and education, and a description of corporate experience with similar projects. Capability statements should be submitted in an original and two (2) copies.
