SOURCES SOUGHT SYNOPSIS PERSONNEL REQUIREMENTS FOR CONTRACTOR TECHNICAL ASSISTANCE (CTA) 1.0 SCOPE This Technical Assistance (TA) shall be in the planning, maintenance, and sustainment of the PATRIOT Weapon System. 2.0 DESCRIPTION OF WORK: All efforts under this contract shall be performed in Kuwait, with the following exceptions that TA personnel shall be required to participate in meetings and reviews appropriate to their responsibilities. These meetings and reviews will be held alternatively in the U.S. and Kuwait. 3.0 JOB TITLE, PERSONNEL REQUIREMENTS, AND QUALIFICATIONS: 3.1 Title: Temporary Duty (TDY) Support (As required) Job/Task Description This job includes those repair or problems that require Contractor personnel to travel to Kuwait to support personnel already in Kuwait. THE FOLLOWING LIST OF ENGINEERS AND TECHNICIANS ARE REQUIRED: a.) Automatic Test Equipment Engineer (1 person) Responsibilities: The principal authority for the support and maintenance of the contractor supplied PATRIOT depot test stations, except for GETS. He shall assist in resolving test station software problems at the system and UUT level and provide direct interface with contractor testing personnel when additional testing experience is required from the factory. He shall operate, repair, and maintain the PAT 2204 Power Supply Test Station. Qualifications: Must have completed contractor Maintenance course on contractor supplied station or possess equivalent maintenance experience. Minimum of 5 years experience in maintenance test equipment. Must possess knowledge of basic and advanced electronics and ability to test, troubleshoot, and repair complex analog and digital power assemblies and sub-assemblies to the lowest piece part level. Must be proficient in troubleshooting, fault isolation, repair, and functional verification by using automatic program maintenance diagnostic, self-test, BITE, and tools and test equipment. b.) Communication System Engineer (UHF/VHF) (1 person) Responsibilities: Responsible for providing technical advice and assistance for the testing, maintenance, repair, and operation of all UHF/VHF radio equipment located throughout the PATRIOT Missile System to include the associated COMSEC equipment. The communication system engineer should be familiar with multiplexing, switching, and frequency hopping between radios. Expertise in using automatic and semi-automatic diagnostics software is required. Qualifications: Minimum 5 years experience with state-of-the-art UHF and VHF PATRIOT communication systems. Must be familiar with modem switching methodologies, frequency hopping, and fault isolation skills. Must be familiar with HP 3070 and Canadian Marconi SWMU circuit cards. c.) PATRIOT Conduct of Fire Trainer (PCOFT) Technical Instructor (1 person) Responsibilities: Provides technical advice and assistance in the performance of troubleshooting, testing, and repairing hardware and software problems related to the PCOFT. Qualifications: Shall be proficient in basic electronics troubleshooting and PC computer system troubleshooting. Shall have demonstrated knowledge and experience using basic test equipment, i.e., oscilloscope, voltage/frequencey meters. Must have 5 years experience in operation and maintenance of PCOFT Shall be able to diagnose and repair PCOFT system software problems and knowledgeable of PDB5 or latest release configuration software. d.) Major item Repair (MIR) Technician (1 person) Responsibilities: Provides technical guidance and assistance in the performance of testing, checkout, maintenance, and repair of the PATRIOT major end items to include the Radar Set, Engagement Control Station, and Launch Station. Assist in isolataion system and end item malfunctions using BITE and manual procedures. Qualifications: Shall have minimum of 5 years PATRIOT maintenance experience and be Contractor Logistics School (CLS) qualified (14T or 27X) or graduate of U.S.Army PATRIOT Intermediate Maintenance School with field engineering experience with PATRIOT hardware fault isolation at the depot level. Repairmen shall also be technically qualified with all versions of Post Deployment Software Builds through PDB5. Experience with PATRIOT DAMWO and MAP installation and checkout. e.) Transmitter Test Technician (1 person) Responsibilities: Provides assistance and technical support to the Depot Test Equipment installation, modifications, operations maintenance and repair of UUTs using PATRIOT test stations. Qualifications: Must be proficient in operation, maintenance troubleshooting and repair of the Modulator Oil Processing Test Station (PAT 243), PATRIOT Transmitter Modulator Tank Assemblies (PAT 247), HV Transmitter Module Station (PAT 244), and Cooler, Liquid Electron Tube (CLET) Test Station. Minimum of 5 years experience with field or depot maintenance test stations. f.) Major Item Repair (MIR) Technician (2 persons) Responsibilities: Provides assistance with testing, checkout, maintenance, and repair of all PATRIOT major end items to include Radar Set (RS), Engagement Control Station (ECS), Information Control Central (ICC), Mobile Communication Van (MCV), and Launch Station (LS). Troubleshoots, tests and repairs the PAT 2261M Console. Shall have experience in the operation of the AN/UPM 155 Identification Friend or Foe (IFF) test set. Qualifications: Must have successfully completed either PATRIOT Intermediate Maintenance Mechanic Course (MOS 27X) to include DS/GS repair of the IFF. Minimum 5 years experience in support of the PATRIOT System at the PFASC level. Must be proficient in troubleshooting, fault isolation, repair, and functional verification of the ICC, ECS, RS, IFF, and LS using automatic program maintenance diagnostic, unit self test, and BITE. g.) Organization Activity Interface (OAI) Technician (1 person) Responsibilities: Provides technical guidance and assistance on system software application (e.g. initialization, operation, and training. Assists in organization and direct support new equipment and sustainment training, in both classroom and practical exercises to include software post deployment builds (PDB) and hardware (sweeps) update training on an as required basis. Qualifications: The OAI shall have a minimum of 2 years of PATRIOT instructor experience at the organizational level with one or more of the following MOSs: 14T, 14E, and 31M and at least one year of Collective Training experience or assignment of a deployed PATRIOT Battalion in CONUS or OCONUS. Experience in interoperability with HAWK and AWACS, extensive expertise in PATRIOT UHF communication links. h.) Field Support Representative (1 person) Responsibilities: Provides on-site proficiency training, technical guidance and information in the evaluation of unusual field problems and render technical guidance related specifically to the equipment cited in the preceding paragraphs of assigned system/equipment, including related control equipment. Devise local training course outlines, lesson plans and written examinations, including guidance to military and civilian personnel of the Government of Kuwait in identifying needed training programs. Demonstrate best method of installing modifications, retro-fit kits, etc., initiate programs designed to improve the quality of maintenance. Provide a liaison, through the original equipment manufacturer, in which technical information/resolution related to repair, maintenance, and resolution of difficult or unusual problems, can quickly be disseminated to military and civilian personnel of the Government of Kuwait. Provide guidance to maintenance personnel in preparing failure data reports and unsatisfactory reports. Qualifications: Must have completed contractor Maintenance course on contractor supplied station or possess equivalent maintenance experience. Minimum of 7 years experience in maintenance test equipment. Must be proficient in troubleshooting, fault isolation, repair, and functional verification by using automatic program maintenance diagnostic, self-test, BITE, and tools and test equipment. Must be proficient in developing and writing lesson plans for conduct of maintenance and operation of PATRIOT system equipment, PATRIOT peculiar test equipment, and associated communications test equipment. 4.0 GENERAL INFORMATION 4.1 Administrative In support of this effort, employment of Foreign National employees will be in accordance with International Traffic in Arms Regulation (ITAR) and National Industrial Security Program Operation Manual. A Foreign National is defined as any person other than a citizen of the United States. The contractor is responsisble for obtaining all applicable export licenses of Technical Assistance Agreement. The contractor is responsible for obtaining all necessary passports, visas, entry/exit permits etc., the shipment or trans-shipment of supplies, tools, equipment and the transportation of contractor personnel.
