Description
SOLICITATION NOTICE FOR THE NATIONAL INSTITUTE OF HEALTH AT THE NATIONAL INSTITUTES OF HEALTH (NIH), BETHESDA, MD. This acquisition is a Total Small Business Set Aside. It is the intent of the NIH to procure this project under a two (2)-step acquisition process. The First Step will pre-qualify construction contractors for a bidders list to provide all services for the construction project. Under the Second Step the qualified contractors shall submit a Bid for the Base Award and Bids for the Four Options for the project construction. Base Bid and Options are detailed on the drawings and specifications or other solicitation documents. The magnitude of this construction project is estimated to be between $1 -- 5 Million. Construction of the project is to be completed within 16 months from the notice to proceed including any options exercised. PROJECT DESCRIPTION: The work includes all materials, labor, supervision, commissioning and any other associated cost necessary to construct a New NIH "Fire Station" at the National Institute of Health in Bethesda, Maryland. The new Fire Station project consists of construction for approximately 21,000 SF. The building will be two stories with a mezzanine, apparatus aprons and employee parking. In general the building materials will consist of, but not limited to: concrete slab on grade, structural steel frame, masonry cavity wall, exterior gypsum board, CMU interior walls, acoustic tile, carpet/ tile floor finished, and related mechanical, electrical and plumbing systems. The project will include all related sitework , including but not limited to: earthwork, site utilities, asphalt paving, concrete paving and landscaping. The General Contractor selected will require specialized organizational and planning skills for coordinating a large number of highly skilled subcontractors to ensure that the final built structure meet the contract documents and construction deadlines. CONTRACTOR QUALIFICATIONS -- STEP ONE The government will determine the capability of each offeror on the basis of its response to the following evaluation criteria. The offeror should have been in the business for at least five years and have satisfactorily complete three projects of similar type, size and magnitude. Experience on projects of similar size and scope Demonstrated experience and ability in completing and managing projects of similar size and scope to proposed project. Demonstrated experience of the proposed Project Construction Manager for work of similar size and scope . Demonstrated experience of the proposed Project Superintendent for work of similar size and scope. Ability to meet schedule/timely performance of the work Demonstrated ability in similar size projects to complete the project within the approved contract time. Demonstrated ability to pursue work in an organized and efficient manner to meet critical milestones of the work. Project Quality Control/Organization and work relationship with the owner Demonstrated organization project quality control for similar size projects; and organize, manage, and coordinate the project with the owner representatives in an efficient and timely manner. Demonstrated experience of working with the owner in a professional and cooperative manner. Quality of Work. Demonstration ability to coordinate and supervise the work of the subcontractors to ensure quality control compliance. Demonstrated history of providing and installing/incorporating approved materials and products specified in a timely manner to facilitate and ensure quality control compliance. Ability to Address and Respond to Change Orders/Modifications. Demonstrated history of being fair and reasonable in addressing change orders/modifications and responding to them for timelessness and completeness. Submission Requirements The Contractor must submit data for a minimum of three projects of similar size and scope. . Data submitted for each project shall provide a complete description and references including: 1. Project name and address. 2.Construction date and duration. 3.Construction costs. 4. Brief description of project. 5. The owner, project officer, owner's project representative, and architects and or engineer of record address and telephone numbers . In the evaluation of past performance, the government will contact the references provided by the offeror and other reliable sources of information, including, but not to limited to Federal, State, and local agencies, better business bureaus, published media and electronic databases. Evaluation Procedure Contractors without sufficient demonstrated experience in completing projects of similar size and scope in this region will not be considered. Contractors who demonstrate sufficient experience will be evaluated . The Evaluation Criteria are in order of importance: a. Experience on project of similar size and scope. b. Ability to meet schedule/timely performance of the work. c. Project Quality Control / Organization working relationship with the owner. d. Quality of Work. e. Ability to address and respond to Change orders/Modifications. The technical proposal shall not include prices or pricing information for this project. The response to Step One, technical submissions, must be received on or before February 12, 2001, 3:00 PM local prevailing time. Only one (1) technical submission with credentials to qualify may be submitted. Responses shall be submitted to the above address at zip code 20892-5711and shall include the contact point/person of the submitting firm, phone number, fax number and an alternate person/contact point. Offerors should submit a proposal that is acceptable without additional explanation or information. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. The Government may request additional information related to the evaluation criteria or clarification therto from offerors of the technical qualification proposals. A notice of determination will be forwarded to all offerors upon completion of the proposal evaluation and final determination. BIDDING-STEP TWO Each contractor selected under Step One will be invited to submit one sealed bid for the project Base Bid, Option One, Option Two, Option Three, and Option Four on the form provided by the Government in the request for Bids. In this step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions will be considered for award. Each bid in this step must be based on the bidders own technical proposal from Step One. The basis of contract award is the low qualifying Base Bid plus all Options. If exercised, option(s) or any combination of options may be exercised by the Government on or before March 30, 2002. Information on delivery or performance requirements is not binding on the Government and the actual delivery or performance requirements will be contained in the invitation issued under step two. Two sets of the Specifications and Drawings will be issued to qualifying contractors in step two at no cost. Additional copies will be available for $307.00 a set up to the week prior to the bid due date or until supplies are exhausted. See Note No. 1.
