Description
THIS SOLICITATION IS BEING ISSUED AS A 100% SMALL BUSINESS SET-ASIDE. This project titled "Clean/Repair Tanks 1-7" will perform repairs on seven 5,200 barrel capacity cut-and-cover JP-8 tanks located at NAS JRB New Orleans, LA. The work includes tank floor and shell repairs, replacement of pit drain lines, providing gauge tubes and performing tank tightness tests. During the project, the Government will perform modified API 653 inspections of Tanks 1 through 6 and perform helium tests of all seven tanks. The project includes the removal and disposal of lead paint. The construction schedule requires that the tanks be taken out of operation one at a time. All work on a tank shall be completed before the contractor will be allowed to work on the next tank. The maximum allowed completion schedule is 435 calendar days. Project will include the following specialized requirements: a. Cleaning cut-and-cover jet fuel storage tanks b. Performing cut-and-cover tank repairs in conformance with API 650 and LAC 33: XI, Chapter 13 (Louisiana Codes, Title 33, Department of Environmental Quality, Certification Requirements for Persons Who Install, Repair or Close Underground Storage Tank Systems) NOTE: Mandatory Contractor Certification c. Removal and disposal of lead-containing paint d. Tank tightness testing in accordance with LAC 33: XI, Chapter 7 (Louisiana Codes, Title 33, Department of Environmental Quality, Methods of Release Detection and Release Reporting, Investigation, Confirmation, and Response) and EPA/530/UST-90/004 (United States Environmental Protection Agency, Standard Test Procedures for Evaluating Leak Detection Methods: Volumetric Tank Tightness Testing Methods) NOTE: Mandatory Contractor Certification The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. This procurement will be evaluated on: (A) Past Performance and, (B) Technical Qualifications. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. A Pre-Proposal Conference/Site Visit will be held at the facility on Thursday, 15 FEB 2001 at 0900. The RFP will be issued on or about 29 JAN 2001, and the RFP due date is 05 MAR 2001.
