Description
The United States Special Operations Command (USSOCOM) Special Operations Acquisition and Logistics Center, Directorate of Procurement intends to negotiate on a sole source basis with CONAX Florida Corporation, 2801 75th Street North, St. Petersburg, FL, in accordance with 10 U.S.C. 2304c (1) and FAR 6.302-1; Only one responsible source and no other supplies or service will satisfy the agency needs for a Pyrotechnic Parachute Release System (PPRS) and Sustaining Engineering to support this system for the NSW RIB operations. The reason justifying the lack of the competition is that the United States Operations Command (USSOCOM) has invested significant time and material to create a unique Naval Special Warfare Rigid Inflatable Boat (NSW RIB) Air Drop capability -- the Maritime Craft Aerial Delivery System (MCADS) Program. (The USSOCOM Combatant Craft Program Office manages this program.) The MCADS system has been procured, tested, certified, and fielded. The essential components of the MCADS Program include the Pyrotechnic Parachute Release System (PPRS). Initially, the PPRS requirement was acquired competitively. CONAX Florida Corporation was awarded the contract and has been sole supplier of PPRS to USSOCOM. CONAX Florida Corporation has exclusive data rights for the PPRS utilized by USSOCOM's NSW RIB operation. To deviate from the CONAX PPRS would require additional lengthy certification processes such as Hazard Classifications, Weapon System Evaluation Safety Review Board, and Formal Disposal Plan utilized by DOT/DOD. Procurement of PPRS from any other sources would require major system modifications of design, hardware, inventory management and certifications. This process would cost more than one million dollars and take approximately three years to implement. Any further delays will cause severe mission degradation to our units and the overall MCADS mission capability. The government anticipates the resultant contract will be either an eight-year IDIQ contract or an IDIQ contract with a base year and seven option periods with a potential contract maximum of up to $10,000,000. The Government currently has a need for the following CONAX items and services: PPRS (Seawater) CONAX Part Number 1814-028-01 (New); PPRS (Seawater) CONAX Part Number 1814-028-01 (Non-deliverable Lot Fire); PPRS (Seawater) CONAX Part Number 1814-015-01 (New); PPRS (Seawater) CONAX 1814-015-01 (Non-deliverable Lot Fire); Cable /Sensor Sub Assembly, CONAX Part Number 1813-052-01; PPRS (Seawater) CONAX Part Number 1814-028-05 (Refurb Kit with Cable); PPRS (Seawater) CONAX Part Number 1814-028-05 (Non Deliverable Lot Fire); PPRS (Seawater) CONAX Part Number 1814-015-01 (Refurb Kit with no Cable); PPRS (Seawater) CONAX 1814-015-01 (Non Deliverable Lot Fire); and Sustaining Engineering (design, modification, or re-engineering PPRS). Due to potential changes in CONAX's part numbers, these part numbers may have to be updated; therefore, please request a copy of the solicitation for the latest part numbers. All responsible sources may submit a proposal in accordance with Note 22, which shall be considered by the agency.
