Description
The National Oceanic and Atmospheric Administration intends to negotiate on a sole source basis with CODAR Ocean Sensors, Ltd.,Los Altos, California, for a SeaSonde System deployment, operation, data collection, and recovery. Maps of surface currents shall be obtained during a month long deployment of a HF radar system called a SeaSonde, manufactured by CODAR Ocean Systems (COS). A complete vector field of surface currents can be obtained by combining data from two strategically placed antennas. The wide geographic extent of the radar array footprint makes this sampling method the most efficient for obtaining current information over a large area. Operational constraints prohibit leaving the radars unattended for long periods. Contractor shall support to deploy, operate and recover the Seasonde system in the Gulf of Fonseca. Upon completion of the Seasonde deployment, a fully successful effort would result in data that yields 30 consecutive days of hourly maps, showing total surface current vectors with a spatial resolution of 1-3 kilometers. Contractor shall bear all associated costs and be responsible for arranging the transport of the Seasonde system and all supporting hardware, from the site of manufacture to the operational site at the Gulf of Fonseca, the deployment, configuration, and calibration of the system at the two selected Gulf of Fonseca sites, the continous operation of the system and the data collection effort for 30 consecutive days, the maintenance of the Seasonde system and all supporting hardware during the deployment, the full recovery and return transportation of the Seasonde system, as procured by National Ocean Service (NOS),Chesapeake, VA, and the delivery of the data collected, in digital format, to NOS personnel. Period of performance is 2/28/01 to 6/01. See numbered Note 22.
