- Description
- The NATO C3 Agency, the procurement agent on behalf of the Republic of Poland, invites bids for the acquisition of a quantity of three(3) Three Dimensional Fixed Position Air Defense Radar (3-D FADR)Systems with Initial TBM detection and Tracking Capability. Summary of Requirements call for the design, manufacture, installation, testing, training, documentation and maintainence for a quantity of three (3) 3-D FADR systems with initila Tactical Ballistic Missile(TBM) detection and tracking capability; the contractor will be required to deliver and install radomes for the three (3) antennae (subject to separate fund authorization); the electronic suite will include a Local Monitoring and Control Console, a remote Standard Radar Control Console (SRCC), a radar Environment Simulator (RES), an IFF Mk XII system with Mode S capability and an upgrade path to IFF Mk XIIA by the addition of Mode 5. Internal communications equipment in the form of 10-branch telephone exchange (PABX) is also required; each radar system shall be integrated (i.e. for sensor data, status data and control data) into four (4) Controlling Entities that shall be equipped with remote control capabilities using the NATO Standard Radar Control Console (SRCC) Specification; the Technical Specification for the radar and the electronic suite will be based on the document"AC/a-D(98)10 entitled "Technical Requirements Specifications for AADGE/ACCS Ground-Based Surveillance Radars" (NATO COFIDENTIAL); and protection against Electro-Magnetic Pulse is not required. The solicitation will mandate the following: (1) the firm shall have ten (10) or more years of experience in the design, manufacture, installation and support of radar systems in general, (2) the firm shall have delivered a radar system of the same or similar design as offered in its proposal and gained acceptance in the last five (5) years, or be currently under contract to deliver such system in an operational capability. In this sense, "operational capability" shall not include a current research and development contract nor a contract for prototype system(s) but a system to be used and operated by the military as part of a national/NATO air defense system, (3) in a case where a firm cannot meet the requirements of (2) above, the firm must be able to demonstrate that the critical components and major subsystems of the design offered have been tested, and the firm must furnish for NATO examination the test results and the test procedures utilized.
