Description
This synopsis serves as notice of The United States Army Intelligence and Security Command intent to issue a purchase order under the Simplified Acquisition Procedures to Microsoft Corporation, One Microsoft Way, Redmond, WA 98052 on a SOLE SOURCE purchase order. This notice, number W81GNX 93131-1001, is in accordance with the simplified acquisition procedures as authorized by FAR 6.302-1.STATEMENT OF WORK (SOW). Title: Microsoft's Enterprise Program Management (EPM) Services. 1.0 BACKGROUND: EPM, a Microsoft IT Strategy Consultant, shall support the Government with specific tasks, provided within the SOW, in the development and implementation of INSCOM's 5-year Information Management/ Information Technology (IM/IT) vision and roadmap. EPM shall provide direct support to CIO INSCOM all aspects of Microsoft support. EPM shall work with the CIO in preventing technological surprise and advise the CIO on any changes in Microsoft products that have an impact on INSCOM operations. 2.0 PERIOD OF PERFORMANCE: The period of performance for this requirement is January 22, September 30, 2001. Monday Friday excluding Federal Holidays, hours to be agreed upon with Contracting Officer's Representative. 3.0 CONTRACTING OFFICER'S REPRESENTATIVE: Michele Cowling, (703) 706-1929. 4.0 TECHNICAL TASK MANAGER: Mr. Robert Fecteau, (703) 706-1153. 5.0 TASK: The contractor shall support the Deputy Chief of Staff for Intelligence Information Management (DCSINT-IM), the Army Chief of Staff for Systems Integration (ACofS, SI), and the ACofS, G6 by providing expert analysis on which areas DCSINT and INSCOM's Microsoft and automation systems are not executing to the fullest potential. The contractor shall: a. Review INSCOM's 5-Year Vision, evaluate the ability of the current software, hardware, network and IT infrastructure to support the vision and provide DCSINT-IM, ACofS, SI, and ACofS, G6 with finished products on recommendations. b. Evaluate current network operations for efficiency, cost effectiveness and capability compared to best industry business practices to recommend strategies for implementation. c. Develop, in concert with the CIO, an Active Directory Employment Strategy for Windows 2000 Active Directory. c. Advise the CIO on implementation of Microsoft products. e. Identify current weaknesses in use of Microsoft Products, listed below, by the entire workforce and network support operations and identify potential solutions for improvement. (1) Back Office Environment (2) MS Office (3) NT Operating System (4) Outlook/Exchange Service (5) Internet Explorer (6) Web Operations (7) Integration of non-Microsoft applications (8) MS Sequel Server f. Identify immediate fixes to optimize current automated infrastructure. g. Identify short-term fixes capable of doing with organic assets. h. Provide long-term investment and planning strategies to repair high dollar repairs to overall infrastructure. j. Evaluate trusted network relationships in use and identify changes to optimize full network operational ability. k. Identify fix to allow worldwide access privileges anywhere within the INSCOM enterprise structure. l. Support the ACofS, G6 DMS team with the integration of DMS requirements with current MS applications. 6.0 Deliverables. Transfer of knowledge along with guidance on selected Microsoft products, tools and technologies with recommended strategies for implementation. a. Review of INSCOM 5-Year IM/IT Vision and Roadmap and recommendations. b. Assessment and recommendations for improvement to current Microsoft IT architecture and operating environment. c. Technical briefings and reports on mutually agreed upon topics being planned for the INSCOM enterprise. d.Support Windows 2000 migration effort in planning and architecture. 7.0 SECURITY REQUIREMENTS. The contractor, at a minimum, shall have a TS/SI/TK clearance. 8.0 TRAVEL. By the Government's request, the contractor will be available for travel to Army and Joint Services as required covering CONUS and OCONUS. 9.0 PLACE OF PERFORMANCE. The place of performance is HQ INSCOM, 8825 Beulah Street, Ft. Belvoir, VA 22060-5246 and DCSINT, 2511 Jefferson Davis Highway, Suite 9600, Arlington, VA 22202. Under the simplified acquisition procedures for other than full and open competitions authorized by FAR part 6.302-2. is neither a request for proposal nor a solicitation for offers.
