- Description
- Provide a Advanced Occupational Program (AOP) in Computer Graphics for the inmates incarcerated at the Federal Correctional Institution (FCI) Dublin, California located at 5701 8th Street (Camp Parks), Dublin, CA 94568. Contract requirements will include: administering and occupation related certificate program in computer graphics; contractor will provide forty sessions, three-hours each. Sessions will be scheduled in three separate 10 to 12 week certificate programs annually (40 three-hour sessions x 3 programs = 120 sessions annually). Sessions will be composed of three hour classes, four evenings per week. Scheduling could vary due to Institution requirements. Contract will be awarded for a base year, with four one-year option periods. The Base year will run from date of award through Sept. 30, 2001. Option years will run from Oct 1 through Sept 30. Awards for each option year will be contingent upon funds being made available for that year. All Federal Acquisition Regulations (FAR) will apply to this procurement. This will be a "Non-Personal" contract with the work being "Professional" in nature. The contractor may not be directly supervised by a Government employee during performance of the contract. There may not be even the appearance of an employer-employee relationship. All work must be performed in the manner deemed appropriate by the contractor. The contractor must, at all times, perform the work required, independent of direct Government supervision. No individual contractor, or employee of a contractor, may work more than 30 hours per week. If award is to an individual or individuals who will personally be providing the services, all Department of Justice, Bureau of Prisons security and background requirements must be met, and clearances issued, prior to award of the contract. If the contract will be awarded to a contractor who will provide different individuals for performance the contract may be awarded prior to clearances being issued. However, all individuals involved in the performance of the contract must meet all Department of Justice, Bureau of Prisons security and background requirements prior to their being allowed to begin performance. This contract is being solicited and awarded under the FAR Test Program for Certain Commercial Items found at FAR Subpart 13.5. All rules for "Quotations" apply, that is, the "quoter" is not bound by the price quoted, but rather by the actual signing of a "contract".
