- Description: (I) This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation F02601-01-T0005 is being issued as a Request for Quotation. (III) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 97-18. (IV) This requirement is being synopsized as a small business set-aside under standard industrial classification code 1761, size standard $11.5 mil. The Service Contract Act of 1965 will apply to this acquisition. (V) Line item 0001: Install Government furnished gutters, cove plates, endcaps, downspouts, gutter straps, downspout straps, and outlets. Gutters shall be anchored to fascia metal with #8 self-drilling screws at 12_ o.c. Gutters will be sloped 1/32_ per foot for proper drainage. All joints to be sealed with cover plates and a 1-part urethane sealant. Downspouts to be anchored to masonry wall with 14_ x 1 12_ drive nail anchors. Down spouts will be secured to gutters by using outlets. Government will furnish to the contractor 620 linear feet of gutters, 62 cove plates, 10 endcaps, 250 linear feet of downspouts, 206 gutter straps, 30 downspouts straps and 16 outlets. Install 470 linear feet of Government furnished wall flashing and 1200 linear feet drip edge. Wall flashing to be secured to masonry wall with 14_ x 1 14_ drive nail anchors. Wall flashing caulking reservoir is to be sealed with a 1-part urethane sealant. Install 2000 square feet of Government furnished soffit and soffit trim. Soffit and trim is to be installed using #8 wood screws suitable for outdoor use. All sheetmetal work is to be done in accordance with the SMACNA (Sheet Metal and Air Conditioning Contractors National Association). The Government will provide all materials for this project. Scaffolding and or mechanical hi-reach will be provided by Civil Engineering for contractor to install metal work. (VII) The performance period of this requirement is pending based on current tasks. The anticipated start date is mid March with a completion date No Later Than two weeks after the start date; Place of performance is 3285 Sixth Street, Bldg 2505, Davis-Monthan AFB, Arizona 85707, FOB point is destination. There will be a site visit held on the 22nd January 2001 at 1000; contractors must contact the Contracting Office to schedule. (VIII) Provision 52.212-1 Instructions to Offerors- Commercial Items applies. (IX) Provision 52.212-2 Evaluation- Commercial Items applies (a) Basis for Award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will award the contract to the offeror whose offer represents the best value to the Government based on the following evaluation factors: Past Performance and Price Past performance criteria is significantly more important than cost or price. The factors that will be considered for past performance are the contractor_s quality of service and responsiveness of warranty. Contractor shall submit past performance information with his/her bid. Information must be recent (within 3 years) and relevant to the work described in this solicitation. The Government reserves the right to evaluate any past performance information obtained through independent research. Include the following information for each contract and subcontract: 1) Name of contracting activity/company 2) Contract number 3) Total contract value 4) Contract work 5) Contracting Officer and Telephone number 6) List of major subcontracts. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (X) Offerors are required to request a copy of the 52.212-3 Offerors Representations and Certifications- Commercial Items, from the Contracting Office and submit a completed copy with its offer. (XI) Clause 52.212-4 Contract Terms and Conditions- Commercial Items and any addenda the clause applies to this acquisition. (XII) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to the award document. (XVI) Quotations are due to 355 Contracting Squadron, 3180 S.
