Description
It is the intent of the National Institutes of Health (NIH), to negotiate on a sole source basis with The Association of American Medical Colleges (AAMC), Washington, DC, to provide facilitate and prepare on evaluation report on Focus Group of Recipients of NIH Mentored, Patient Oriented Research Career Development Awards (K23). AAMC has a unique relationship with the patient-oriented research community that will allow them to recruit focus group participants, plan national meetings, and develop meaningful focus group scripts. Their unique relationship with various professional societies involved in clinical research also will permit them to organize support for travel expenses necessary to bring participants in for the evaluation of the NIH K23 program. The contractor will arrange for the conduct of 3-4 focus groups of NIH support patient oriented researchers at the Clinical Research 2001 meeting on March 8, 2001 in Crystal City, Virginia and 1-2 focus groups at an National Institute of Mental Health (NIMH) sponsored meeting on Clinical Research on July 23, 2001 in Bethesda, MD. The purpose of these focus groups is to determine which features of the NIH supported career development experience are considered by the candidates to be most important to the stated objectives of the award. AAMC is the only organization that functions as a spokesman for all the combined US medical schools. It is the only organization that represents academic medical centers that sponsor the majority of K23 recipients. It is the only organization that can organize a group of professional societies that are willing to provide travel support for the individuals that will participate in the focus groups. AAMC is unique in a variety of ways and is the only organization that could possibly carry out a program evaluation of this type. The proposed acquisition will be procured under FAR Part 13 -- Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NIH. Firms interested in responding to this notice must be able to provide professional services as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
