- Description
- It is the intent of the National Bioethics Advisory Commission (NBAC) to negotiate on a sole source basis with Ms. Debra J. McCurry, Silver Spring, Maryland 20910, under the authority of FAR 6.302-1(a) for information retrieval and research services in retrieving policy, regulation and legal documents in the health research field. These services will assist the NBAC in making recommendations to the President, the Office of Science and Technology Policy and other governmental agencies on various bioethical issues. Tasks includes: 1) maintain in-house information and research database system containing medical articles, news articles and other documents pertinent to staff work and projects; 2) use established inter-library loan system to retrieve articles and books from the National Library of Medicine and the NIH Library; 3) train new NBAC research staff who need to utilize information systems; 4) conduct on-line searches of Medline, Bioethicsline, Lexis/Nexis and other databases to retrieve requested articles; 5) conduct on-line searches of Nexis articles for periodic retrieval of news articles related to NBAC, NBAC Commissioners and other news articles of topical interest; 6) oversee the transfer of NBAC materials (meeting notebooks, official reports, official correspondence, etc.) to the National Reference Center for Bioethics Literature ("KIE library") at the Kennedy Institute of Ethics at Georgetown University; 7) Create and maintain new articles files for the NBAC Tracking Project; 8) Create reference and footnote files for the Oversight and International Research reports when each report is published. Ms. McCurry has been working with the Commission for the past two years performing similar tasks, and therefore is knowledgeable of the type of information and research needed by the Commission. Ms. McCurry is the only source currently familiar with the structure, mission and function of the Commission. She has the knowledge required to successfully complete the tasks described because of her unique combination of experience as an expert in retrieving policy, regulation and legal documents in the health field when conventional internal means are not available. As a reference librarian in the health research content areas, with a Master degree in Library Sciences and six years of experience, Ms. McCurry is the only individual known to NBAC who has the experience and expertise to undertake provision of the requested services within the time constraint. The period of performance shall begin on or about February 01, 2001 through September 30, 2001. This notice of intent is not a Request For competitive Quotations (RFQs), nor is a Request for Quotation available. However, all proposals received within fifteen (15) calendar days from the publication date of this notice will be considered by the National Bioethics Advisory Commission.
