Description
This is a SOURCES SOUGHT SYNOPSIS for manufacturers of TF41-A-402D Engine High Pressure Turbine (HPT) 2nd Stage Vanes. There is a requirement for new and unused TF41-A-402D Engine High Pressure Turbine (HPT) 2nd Stage Vanes (hereinafter referred to as HPT-2 vanes), part numbers 6897776 and 6897777. Each TF41-A-402D engine contains a "set" of 22 HPT-2 vanes consisting of 21 each of part number 6897776 and one (1) each of part number 6897777. This sources sought synopsis is being issued in an attempt to find price and availability for the acquisition of these parts in support of Foreign Military Sales (FMS) customers. Technical data required for the manufacture of HPT-2 vanes is available for review by qualified vendors. The technical data package includes, but is not limited to, drawings, Mylar master and technical specifications. The contractor may manufacture between 1012 to 3014 each HPT-2 vanes, (966 each of P/N 6897776 and 46 each 6897777) to (2877 P/N 6897776 and 137 P/N 6897777). This includes, but is not limited to, the manufacture of casting and vanes, qualification samples and lot testing of castings and vanes. The finish coating will be applied by a U.S. Navy Depot activity. Except as otherwise specified herein, the contractor shall provide all resources required for manufacturing and testing, including but not limited to, management, personnel, supplies, services, materials, equipment, tooling, facilities and transportation required for processing HPT-2 vanes. The contractor, in consonance with the U.S. Government or designated representative, will perform first article inspection of castings, in process testing of vanes and post production metallurgical and endurance testing of vanes. The contractor shall perform the endurance testing in-country using FMS engine and equipment. The FMS customer will provide access to the following throughout the entire endurance test cycle: (a) A fully functional TF41 engine with a baseline set of HPT-2 vanes; (b) A fully operational engine test cell; (c) Qualified TF41 engine maintenance personnel and test cell operators; and (d) Complete engine and test cell maintenance (including parts and labor) and servicing (fuel, oil and lubricants). The contractor shall certify that the HPT-2 vanes were manufactured in accordance with the technical data package and have met all requirements of the test plan. The Naval Air Systems Command, Program Manager Air 222, shall exercise overall management, control and coordination of this program. This announcement does not constitute an Invitation for Bid, a Request for Proposal, or commitment of any kind.
