Description

The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) Office of Management, Office of Contracts, Simplified Acquisitions Branch (M/CON/SA), intends to solicit, negotiate, and award a Purchase Order on a non-competitive basis using Simplified Acquisition Procedures (FAR Part 13) to Transtel Professional News Management Systems, 899 Plymouth Road, Slough, Berkshire S11 4LP United Kingdom for the purchase of Software to upgrade the existing News Manager 3.13 and News Manager 5.02 to a single News Manager system based on the latest release. The upgrade consist of the following items: Item #1: License Fee Per Port, Quantity: 22 ports; Item #2: License Fee Per User, Quantity: 67 ea; Item #3: Remote Access (Web Server Option), Quantity: 1 ea; Item #4: Annual Software Maintenance Contract, Quantity: 1 yr.; Item #5: Installation & Training (3 working days), Quantity: 1 ea. Transtel is the sole proprietor of this software, therefore, Transtel is the only known vendor that can provide the required specialized software upgrade. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 ( c) (1) which states: Only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. All such price quotations must be received by the Government by 5 PM EST, Thursday, February 1, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
