- Description
- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. Premium Unleaded Gasoline, NSN 9130-12-323-2506, EN 228, Line Item B01-92, Frankfurt, Germany, Siesmayerstr.21, AMCONGEN Motorpool, ordering period Date of Award through September 30, 2003. Delivery is FOB Destination of 165,000 Liters via Tank Truck (Single Truck -- No double trailer delivery trucks are permitted) into 1/20,000 liter tank capacity, Minimum Delivery 15,000 liters. Note: Delivery must be arranged by calling the ordering office phone number (069-7535-2456) at least one day in advance. Delivery must occur before 0600. Solicitation SP0600-01-R-0043 is being issued as a request for proposal and constitutes the only solicitation; a written solicitation will not be issued. Solicitation SP0600-00-R-0055 as amended by Amendments 0001 through 0006 is incorporated by reference. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-20 effective October 11, 2000. The NACICS code is 422720 and the small business size standard is 500. DESC anticipates conducting discussions with offerors submitting proposals under subject solicitation, but reserves the right to make contract award based on the initial offer submitted. The provision at 52.212-1 -- Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. Contractors who have been awarded a contract as a result of offers submitted for Solicitation SP0600-00-R-0055 may reference those completed certifications, state that the completed certifications are current, accurate and complete and agree to notify the Contracting Officer of any changes, in lieu of completing the provision 52.212-3. The provision at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. This solicitation incorporates by reference all provisions of Solicitation SP0600-00-R-0055 as amended by Amendments 0001 through 0006 except as follows: The following Clauses have been revised since the issuance of Solicitation SP0600-00-R-0055 and are available in full text (see reference package posted to the Germany Homepage): B19.02, Economic Price Adjustment (Overseas)(DESC Aug 2000), I1.04, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Aug 2000), I1.05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2000) and L2.05-5, Instructions To Offerors -- Commercial Items (PCS)(DESC Sep 2000). Solicitation SP0600-00-R-0055, Amendments 0001 through 0006 and all documents associated with Solicitation SP0600-01-R-0043 can be found at http://www.desc.dla.mil/main/p/grfuels/germany.htm. The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. After award, the contract price will escalate / de-escalate in accordance with Clause 19.02, Economic Price Adjustment (Overseas)(DESC Aug 2000) as stated in the reference package. Offer price should be based on the reference price in effect on April 01, 2000, which is as follows: 0.5031 DM/LT. The reference price is the Average of the monthly high postings as published in the Oil Market Report under the heading O.M.R. Oil Market Report -- Monthly Survey for March 2000 for Mogas. Offeror's written proposal should be submitted in Deutschemarks per liter and signed by an authorized company official. Elements that should be included in the offer are as follows: price and any offer terms and conditions. Proposals must be received no later than 3:00 p.m., local U.S. time, Fort Belvoir, VA, on January 24, 2001. Please submit your offer via fax addressed to the following: Attn.
