Description
NASA/GSFC/Wallops Flight Facility (WFF) is hereby soliciting information for potential sources for the state of the art and availability of a tunable bit rate receiver. The receiver shall be capable of supporting rates between 25 Mbps and at least 600 Mbps. The receiver shall be capable of tracking, demodulating, and bit synchronizing a signal modulated with any or all of the following formats: QPSK, Staggered QPSK, GMSK, 8-PSK, FQPSK. The receiver shall operate at a fixed IF frequency across the bit rate tuning range and shall not require doppler compensation. The receiver shall be able to track out doppler offsets and rates typical of low earth orbiting satellites operating at downlink frequencies up to 27 GHz. The Government would also be interested in any additional receiver capabilities not mentioned here. However, the key emphasis in this request for information is for a bit rate tunable solution. Fixed rate solutions will be evaluated, but not likely pursued. Written technical capabilites shall be received by close of business on February 20, 2001. In accordance with FAR 15.201(c), NASA/GSFC/Wallops Flight Facility (WFF) plans to provide an opportunity for demonstration of the Tunable Bit Rate Receiver to begin on or about March 5, 2001. The demonstration can be held at the Wallops Flight Facility. The Government will provide space and power for the demonstration. No support or test equipment will be provided. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number).
