- SCHEDULE A Emergency Generator Load Bank Test Scope of Work 1A. The 1250 kilowatt Emergency Generator located in the first floor garage of the Henry Jackson Federal Building shall be full load tested on a monthly basis. The test duration under full load (1200 kW MAX.) shall be two consecutive hours beginning at 7:00AM. The test shall be performed on the second Saturday of each month for 12 consecutive months. A schedule will be submitted to the Contractor upon contract award. 2A. The Contractor shall provide all supervision, manpower, tools, equipment, and, portable exterior rated load bank for the purpose of accomplishing the test. All equipment provided by the Contractor shall be of first rate quality in good condition, capable of safely and effectively satisfying the requirements of this contract. The first floor garage entry driveway located near the corner of First Avenue and Marion Street shall be used to stage the load bank. 3A. GSA will supply security personnel to provide access to the Contractor and maintain security at the open first floor garage entry door from 06:00 AM until 10:00 AM. 4A. The contractor shall be responsible for making all cable connections, including retrieval, connection and storing Government supplied cables on site. Contractor supplied cables and hardware shall be rated for the purpose and environment encountered for the test. 5A. The Contractor shall be responsible for pre-startup and operational inspections, logging operational readings on GSA supplied log sheets and other requirements as outlined in the Emergency Generator Starting/Operation/Stopping Information Guide provided by GSA. The Contractor shall also adhere to the procedures and directives contained in the Generator Load Bank Test S.O.P. provided by GSA. 6A. The Contractor shall closely monitor the emergency generator and test equipment during operation and shall be responsible for emergency shut down of the generator and associated equipment as necessitated during the load test. 7A. Upon completion of the test, the Contractor shall "stage down" the load bank and monitor the generator run during cool-down as outlined in the Information Guide and Load Bank S.O.P. The Contractor shall ensure that the emergency generator is returned to full standby mode as outlined in the Load Bank S.O.P. and upon completion that access to the generator room is secure. 8A. Closing and securing of the first floor garage entrance will be provided by GSA security. 9A. All Contractor personnel expected to work onsite must pass GSA security screening. At award, GSA will supply to the Contractor, all necessary forms. All forms must be properly completed and returned to GSA for evaluation within 10 calendar days after award date. Any personnel performing work within federal property may be denied access for any reason deemed necessary by GSA. It is an award criteria that Contractor personnel be acceptable to GSA FOR access. Contractor personnel performing the load bank test must be experienced in Diesel Generator operation of the type and size of the equipment installed at the Jackson Federal Building. or S U B M I T AN ALTERNATE BID as stated: SCHEDULE B Scope of Work 1B. The Contractor shall assist GSA personnel with monitoring the emergency generator and test equipment during operation and shall be responsible for emergency shut down of the generator and associated equipment as necessitated during the load test whenever GSA personnel are not present on site. 6B. GSA personnel will provide closing and securing of the first floor garage entrance. 7B. Contractor personnel performing the load bank test must be experienced in Diesel Generator operation of the type and size of the equipment installed at the Jackson Federal Building.
