- Description
- The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $300,000 and $500,000. The small business size standard is less than 1,000 employees and the SIC is 3731. The acquisition is for DRYDOCK repairs to the USCGC PATOKA (WLR-75408), a 75 foot tender and a 130 foot barge. The home pier of the vessel is Greenville, MS. All work will be performed at the contractor's facility. The performance period will be between 49 and 52 calendar days with a start date of 16 July 2001. The scope of the acquisition is for the dry docking, overhauling, cleaning and repairing of various items aboard the USCGC PATOKA (WLR-75408). This work will include, but is not limited to: cleaning, inspecting, minor coating repairs and preserving of fuel, and potable water tanks; remove, inspect, and reinstall propellers; renew shaft coverings and sleeves; overhaul, renew and test valves; renew shaft sleeves; renew shaft strut barrel; preserve diesel fuel tanks; preserve spud and spud well on tender and barge; renew liners in tender and barge spud wells; preserve barge buoy deck; modify barge side shell plating; renew tender towing knees; renew upper bearing housing and upper bearing housing support; renew rudder lower bearing trunk; rebuild rudder stock; preserve underwater body for tender and barge; preserve freeboard; drydocking. Provide logistics to tender and barge for systems that are affected during overhauls such as protective deck covering material, storage, lights, power, telephones, toilets and showers. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. At the present time, this acquisition will be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to wwwjsnyder@mlca.uscg.mil or by fax (757) 628-4676/75. The following Geographic Restriction applies to the tender and barge: Restricted to the Western Rivers of the United States. The "Western Rivers_ means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the _Western Rivers,_ but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. In response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by January 31, 2001. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD.
