Description
This contract is a multiple-award Task Order-based, Indefinite Quantity Contract (IQC). The Contracting Officer will determine the appropriate number of awards based on the evaluation. The purpose of this contract is to acquire quick-response short-, medium- and long-term technical assistance and advisory services to provide institutional support; assistance in environmental policy analysis, dialogue, design, implementation, and evaluation; institutional strengthening in USAID-assisted countries; and support for multilateral environmental agreements with collaborating countries. USAID anticipates that the primary focus of technical assistance activities will involve the significant participation of host-country institutions and Cooperating Country Nationals (CCNs). The USAID Global Bureau Center for Environment (otherwise referred to as "the Environment Center" or "the Center") is responsible for: (1) managing global programs to protect the environment, (2) providing technical leadership, and (3) providing support to USAID's field missions, USAID Regional Bureaus, and Department of State (DOS). In providing technical support to missions, regional bureaus, and DOS, the Center responds to requests for assistance. Thus, it is not possible to define concisely the environmental policy and institutional strengthening agenda for technical support in advance. Therefore, a mechanism is needed that can act as the primary technical assistance vehicle for, and provide responsive technical support to, missions, regional bureaus, and DOS as well as contribute to the Center's role in providing technical leadership in environmental policy and related institutional strengthening. The mechanism must be able to provide technical expertise in a relatively new and evolving field, possess the capacity to identify the types of activities and approaches most appropriate in developing country situations, transboundary issues, and multilateral environmental agreements, and flexible enough to respond to requests for technical support from a variety of clients, stakeholders, or other sources. USAID has realigned its programs to manage for results. Accordingly, Task Orders under this IQC will be performance-based to the maximum extent possible. The NAICS Code for this procurement is 541611. The estimated issuance date of the solicitation is March 1, 2001, and the estimated closing date is April 1, 2001. The subcontracting goal with small business is fifteen percent (15%) of the total ceiling price. Subcontracting with small business concerns and socially and economically disadvantaged entities: USAID encourages maximum participation with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. It is anticipated that the prime contractor will make maximum practicable use of such entities. The Small Business Subcontracting Program, pursuant to FAR 52.219-9, is required for the (overall) resultant IQC contract(s). To help identify potential subcontractors, a list of all organizations requesting a copy of the Request for Proposals (RFP) will be included as an attachment to the solicitation. By providing the list, USAID does not endorse the listed organizations as being capable of carrying out the activity, nor does USAID verify the claimed status of the organizations. Necessarily, the list will contain the names of only those organizations known prior to the issuance of the solicitation document.
