- Description
- The purpose of this market survey is to solicit industry comments on the attached draft technical specification for the Secure Wireless Local Area Network (SWLAN). Introduction This is a Market Survey attempting to identify any vendors who are capable of providing a Secure Wireless Local Area Network (SWLAN) and ancillary items that are delineated below and in the performance specification. This also includes the provision of associated technical services, which may be required to deliver and install the equipment at its final destination, and to provide any training that may be required. The existing tactical baseline architecture for TOC configuration is the use of fiber optic cable to connect vehicle routers or Ethernet switches to support data communications for ABCS traffic. There are also dismounted workstations that are connected via cable to the vehicle server. The SWLAN will be used for establishing ABCS Ethernet LAN communications during initial TOC setup and maintaining communications during TOC teardown, automatic communications at Quick-Halt and Jump-TOC operations, as a reliable back-up system for the cabled connection, and where greater dispersion of TOC elements is required based on the mission. The cabled connection will most probably be used during other periods because of its higher throughput capability, or where radio silence is required. Other applications may be for dismounted users and for an airborne wireless LAN (Flying LAN) between aircraft to provide ABCS Ethernet LAN connectivity. Appendix A contains the draft technical requirements specification for the SWLAN acquisition. Appendix B contains specific technical questions related to the specification and requirements. Potential vendors are encouraged to provide comments and questions to the technical requirements. The feedback from this process will be used to refine the technical requirements for use in this acquisition. Background The Area Common User System (ACUS) is comprised of the Echelons above Corps (EAC) communications network and the Echelons below Corps (ECB) MSE system, which evolved from the TRI-TAC concept. The ACUS interfaces to the Tactical Internet (TI), which provides the communications system at Brigade and below. Both the MSE and TRI-TAC systems include communications transmission, circuit switching, routing, network services, security, network management, and user terminal equipment. The ACUS Modernization Plan (MP) describes tactical operational requirements for modification to the ACUS to support Warfighter requirements until the fielding of WIN-T. It provides for horizontal technology integration to modernize legacy systems in anticipation of Warfighter Information Network -- Tactical (WIN-T) fielding. The requirements for SWLAN are identified in the ACUS Modernization Plan which was approved in October 2000. The ACUS MP documents the requirement for a secure wireless local area network (SWLAN) that supports a several Mbps data rate commensurate with proven commercial-off-the-shelf (COTS) technology to enable NSA Type 1 secure command and control on the move (C2OTM) of TOCs/CPs and tactical C2 vehicles. The SWLAN is required to provide mobility, flexibility, and responsiveness between the tactical communications assemblages and the supported TOC/CP. Schedule The near-term strategy is to procure and deploy a SWLAN for the Interim Brigade Combat Team (IBCT) and the First Digitized Corps (FDC). Contract award is projected for the end of fiscal year 01. This announcement is an expression of interest only and does not commit the government to pay for proposal preparation costs. Interested parties should be alert for subsequent announcements that may be published in the Commerce Business Daily. Responses to this announcement should contain a Title Page, Synopsis, System(s) Description, and Supporting Data. The title page should contain the system(s), date, and the name and telephone number of the author and/or other points of contact. The synopsis should provide evidence of vendor experience and briefly summarize the capabilities of the vendor to support the equipment cited above. The synopsis should also reflect the vendor's previously demonstrated performance in managing and supporting similar equipment/systems comparable in size and complexity. It should also provide approximate cost and lead times for the purchasing of proposed equipment. The supporting data should augment the description(s) with any test data or other information, which would help fortify the assertions provided in the description(s). Vendors capable of furnishing the equipment that will satisfy the above specified requirements must so indicate by responding in writing to Project Manager, WIN-T, ATTN: SFAE-C3S-WIN-TMD-TR, Fort Monmouth, NJ 07703-5000.
