Description

This is a 100% set-aside for a small business concern (architect-engineering firm. The North American Industry Classification System (NAICS) code assigned to this acquisition is 541330. The Government is seeking professional architectural engineering design services to design, renovate and expand a main computer room located in Building #1 of the VA Pittsburgh Healthcare System, Highland Drive Division, 7180 Highland Drive, Pittsburgh, PA 15206-1297. The architectural engineering firm is required to retain a certified industrial hygeniest (CIH) on his staff for the duration of this project. The CIH shall be responsible to provide professional services of; (1) asbestos survey investigations; (2) asbestos removal specifications; (3) asbestos removal drawings; (4) perform accurate monitorings in appropriate areas; (5) perform bulk samplings as determined necessary; (5) perform construction period services and; (6) attend site visits. The architectural engineering firm shall perform all design work in accordance with NFPA and VA guidelines, directives, VA specifications, drawings and all other applicable codes. Architect Engineering firm shall have a knowledge of HVAC systems and show prior acceptable experience designing projects of this size, nature and costs. Architect Engineering firm shall be responsible for site survey to evaluate existing conditions of associated piping and other mechanical, electrical and associated architectural finishes. Architectural Engineering firm shall provide coordination review and construction services throughout the completion of the entire project. Services are required for the preparation of working drawings and specifications, realistic construction cost estimate, site visits and construction period services. Architect Engineering firm must have experience and a working knowledge in a healthcare facilities environment. Architectural Engineering firm is responsible for furnishing as-built drawings in autocad format and one complete set of mylar as-builts to the Contracting Officer upon actual completion of the construction project. All construction documents and drawings shall be done using autocad V.14 and specifications using Microsoft Word. The Architect Engineering firm shall incorporate measures to keep the existing system in place and operational. Architect Engineering firm is subject to a rigorous no nonsense design review. Area of consideration is restricted to 60 miles of the VA Pittsburgh Healthcare System, Highland Drive Division, 7180 Highland Drive, Pittsburgh, PA 15206-1297. Estimated cost of construction is between $250,000.00 and $500,000.00. All Architect Engineering firms desiring consideration shall submit current forms SF254 and SF255 to the attention of the Contracting Officer no later than February 20, 2001, close of business (COB). This acquisition is subject to the availability of fiscal year 2001 funds. This is not a request for proposal.
