- FDIC is seeking sources to indicate interest in providing a commercial -off-the-shelf (COTS) software product to provide a Content Management System based on the Extensible Markup Language (XML). This system will be used in a pilot project to automate the production of the FDIC quarterly publication "Regional Outlook," which is published by the FDIC's Division of Insurance. The goal of the project is to produce a publication for print and the web that demonstrates a reduction in production time, cuts costs, and allows the content to be repurposed using XML technology. The print version of this system must be at the same level of quality as the current desktop publishing method. Requirements: The COTS software must at a minimum; 1. Use XML standards for all content (XML), metadata (DTD or Schema) and styling (XSL). 2. Use Microsoft Word (Office 97) to create content for the system. 3. Use Microsoft SQL Server 7.0 for content storage. 4. Use Microsoft NT as the applications server (with migration to Windows 2000) 5. Use Microsoft NT security. 6. Should have the ability to import existing content from MS Word. 7. Provide content management attributes of versioning, check in / check out, workflow. 8. Be capable of creating the FDIC Regional Outlook at the same level of quality as the current paper production version. 9. Provide and use a visual XML DTD (with migration path to W3C Schema recommendation) editor. 10.Provide a visual XSL Style sheet editor. 11.Support distributed content creation and administration using the FDIC network. The FDIC would also like the vendor to address in a short narrative the following issues for enterprise wide adoption and expansion: a. Performance statistics b. Scalability c. Migration to future World Wide Web Consortium (W3C) and emerging XML standards The FDIC technical environment consists of multiple platforms; e.g., a centralized IBM mainframe, a centralized and distributed client/server network running Microsoft NT , Sun Unix, and desktop PCs. These platforms are connected by a private wide area network and numerous local area networks through TCP/IP. The FDIC has existing legacy applications, two and three tier network based applications, data interchange with other Federal and state agencies, and data interchange with the banking industry. The software and the system must be compatible with the FDIC technical environment; however, at this point the FDIC is interested in solutions that may involve minor modifications. Examples of the FDIC Regional Outlook are available as Adobe PDF files on the FDIC website, http://www.fdic.gov/bank/analytical/regional. This is not a request for competitive proposals. The purpose of this notice is to develop a list of qualified firms that can provide this service. A response to this request for information does not guarantee that a firm will be solicited on any solicitation issued as a result of this request for information. The FDIC would like to receive all responses by Thursday, February 1, 2001, no later than 2:00 p.m. local time. Also please provide information as to whether the product is available on GSA schedule. Responses should be ten single-spaced pages in length or less. Firms responding to this announcement which fail to provide the required information may not be considered for inclusion into any resulting source list.
