- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in Federal Acquisition Reg. (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the solicitation; quotes are being requested; separate solicitation documents will not be issued. (ii) Solicitation number is 626-01-34, Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions/clauses are those in effect through Fed. Acquisition Circular 97-21. (iv) This requirement is 100% set-aside for small businesses. The North American Industry Classification System Code is 235310. The size standard is $11.5M (avg. of total sales over 3 years can't exceed the size standard). (v) Offeror shall provide emergency maintenance for the VA Tennessee Valley Healthcare System, Alvin C. York Campus, 3400 Lebanon Pike, Murfreesboro, TN 37130. (vi) Following is the statement of work (SOW) for the emergency maintenance: Contractor shall provide all labor and material to perform emergency repairs on electrical generating units located in bldgs. 2,5,8,16,116, and 117. Service shall include a rental generator for building 5 only while unit is down for injector rebuilding. Vendor shall perform the following work on the units listed below: Building 2, (a) Install Racor fuel/water separator, (b) Inhibit and filter fuel in main tank in accordance with ANSI std D-975, (c) upgrade fuel and oil filter and change lubricating oil, (d) Replace oil gauge line and leaking fuel line, (e) Install crank case oil recovery kit, (f) Tune up Detroit engine, (g) Install fuel oil cooler and re-plumb day tank. Building 5, (a) tune up Allis Chalmers engine, (b) Install crank case oil recovery kit, (c) Remove injectors. Rebuild and reinstall, (d) Rental for one 100 K W generator and hook up. Building 8, (a) Install Racor fuel/water separator, (b) nhibit and filter fuel in main fuel tank in accordance with ANSI std D-975, (c) Install crank case oil recovery kit, (d) Tune up Allis Chalmers engine. Building 16, (a) Install Racor fuel./water separator, (b) Upgrade fuel and oil filter and change lubricating oil, (c) Install crank case oil recovery kit, (d) Inhibit and filter fuel in main fuel tank in accordance with ANSI std D-975, (e) Tune up Detroit engine. Building 116, (a) Install Racor fuel/water separator, (b) Inhibit and filter fuel in main fuel tank in accordance with ANSI std D-975, (c) Install crank case oil recovery kit, (d) Replace coolant vent lines and block heater hoses, (e) Tune up John Deere engine. Building 117, (a) Install Racor fuel/water separator, (b) Replace coolant gasket, (c) Inhibit and filter fuel in main tank in accordance with ANSI std D-975, (d) Install crank case oil recovery kit, (e) Tune up Cummins engine. Vendor shall coordinate all work with David Forcier, Electrical Unit Supervisor. Work shall be conducted during normal duty hours of 7:00am to 3:30pm, Monday through Friday, excluding federal holidays. All work shall be warranted for a period of one year against defects in material and/or labor. Vendor shall not take any unit out of service if inclement weather is predicted for that day. A tune-up shall include at a minimum: adjustment of intake valves, exhaust, injectors, fuel tanks, governors. Vendor shall install new valve covering gaskets upon completion of adjustments. NOTE: The following clauses are located at website: www.arnet.gov. (viii) FAR provision 52.212-1, Instructions to Offerors Commercial Items, applies and the following addenda: para (b) (4) In addressing technical portion of RFQ, offeror must provide their plan to accomplish work, schedule, and labor plan. (b) (11) A SF-1449 is to be completed, signed, and returned with offer. (ix) Refer to provision at 52.212-2, Evaluation Commercial Items: evaluation factors are technical approach, past performance, and price. Tech approach/past performance, when combined, are equal to price. (x) Offeror is to complete and return provision at 52.212-3, Offeror Reps & Certs Commercial Items. (xi) Clause 52.212-4, Contract Terms and Conditions Commercial Items is applicable. (xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes & Executive Orders Commercial Items is applicable as amended. (xiii xiv) N/A. (xv) CBD Numbered Note 1 applies.
