Description

The Marine Corps Systems Command intends to award a sole source contract for a base year plus four option years to The Lynn Group, P.O. Box 385, New Freedom, PA 17349. This contract will be to provide approximately 600 hours in the base year and 1200 hours per year in each of the Option years for non-personal Budgeting Services and Training to the U.S. Marine Corps Direct Reporting Program Manager Advanced Amphibious Assault (DRPM AAA) organization. The Budgeting Services requirement consists of: reviewing, analyzing and providing comments to the Director, Business and Finance on all DRPM AAA budget exhibits to include Procurement, Research and Development, and Operations and Maintenance appropriations, with special attention to defensibility and probable impact of the exhibits at the Navy Comptroller Office (NAVCOMPT), the Office of the Secretary of Defense, and Congress. Additionally, the requirement to develop a comprehensive integrated budget and financial management resource allocation process and activities document is also included. The Training requirement consists of training DRPM AAA personnel in budget preparation, the Planning, Programming and Budgeting System, budgetary impact statements, Total Ownership Cost, Cost as an Independent Variable, and Earned Value Management Systems. This is considered to be follow-on work that The Lynn Group is currently doing for the Program Office. The DRPM AAA technical point of contact is Mr. Walt Kowal at (703) 492-3340.
