- Description
- The 10 ABW/LGCA, Operational Contracting Office, United States Air Force Academy, Colorado, issues this pre-solicitation synopsis for solicitation F05611-00-R-0517/Eisenhower Golf Course Support Facilities (Restrooms and Snack Bar). The following is a general description of the requirement: SCOPE OF WORK -- GENERAL: The contractor will be required to provide all labor, materials and equipment necessary to perform construction of Golf Course Support Facilities at the United States Air Force Academy. One project consists of furnishing plant fabricated Restroom Building Modules, and Snack Bar Modules erected complete specified foundations. The work is summarized as follows: 1. Excavating for building foundations and basements. 2. Excavating for concrete filled drilled piers. 3. Trenching for utilities within 5'-0" of building. 4. Installation of pre-cast concrete basement floor slabs. 5. Installation of pre-engineered and pre-fabricated wood basement foundation walls. 6. Erection of pre-engineered and pre-fabricated building modules completely furnished and finished on the exterior and the interior. 7. Installation of pre-engineered and pre-fabricated roof modules with pre-finished metal roof panels. 8. Finish grading adjacent to pre-fabricated building modules. "This will be a non-appropriated fund (NAF) purchase and it does not obligate appropriated funds of the United States Government. The military community through the sale of good and services and the collection of fees and charges for participation in military community programs generate non-appropriated funds. This purchase does not involve federal tax dollars." Per AFMAN 64-302, Paragraph 5.1. The FAR, DoD supplements (DFARS), and the AFFARS do not apply to NAF procurements except as required by AFMAN 64-302 and AFI 64-301. As per paragraph 5.4 of AFMAN 64-302, "Construction contracts . . . may be executed using the FAR as a guideline. However, the process for acquiring construction may be based upon standard commercial practices if such practices are in the best interest of the NAFI." The intent of this solicitation will result in a Firm Fixed-Price Construction Contract. A Best Value source selection: Price-Performance/Trade Off evaluation criteria shall be used, where past performance will be significantly more important than cost/price.
