Description
A/E Services. THIS IS A 100% SMALL BUSINESS SET-ASIDE PROCUREMENT. Provide professional engineer design services for Project #646-01-109U, Primary Care (Halls/Walls), remove asbestos, replace worn out FCU (fan coil units), address female bathroom issues, replace worn ceiling tile and lights, and paint, located on 8th floor in bldg. 1 at VA Pittsburgh Healthcare System, University Drive. A/E is responsible to provide professional industrial hygiene services to perform asbestos abatement related tasks-survey, investigation, removal, development of drawings and specifications, required sampling and monitoring during construction period. All designs shall be done in accordance with NFPA, VA guidelines and directives, VA master specifications, OSHA, and all other applicable codes. A/E must have knowledge of primary care/clinic operations and prior successful experience designing projects of this size, nature and cost. A/E is responsible for site survey to evaluate existing condition of AHU's, associated piping and other mechanical, electrical and associated architectural finishes. Provide coordination, review and consultation services through the completion of the entire project. As part of design development, A/E shall perform field investigation survey, prepare cost estimate, options, and recommendations for construction, prepare drawings (Autocad v2000) and specifications (MS Word) for construction. Drawings shall include required notes, details, legends, location of equipment, etc. As part of construction period services, A/E shall review all contractor submitted information. Review submittals, shop drawings, technical data, cost proposals, RFI's and submit comments to the VA Project Engineer/Contracting Officer. Provide cost estimates, necessary sketches, credit/add changes to the contract. Provide coordination, review and consultation services through the completion of the entire project to the VA Project Engineer/Contracting Officer. Witness acceptance tests where required. Perform site visits, inspections with the VA Project Engineer/Contracting Officer to ensure work is in compliance with drawings and specificatoins. Furnish site visit reports and meeting minutes to the VA. Perform a final inspection and furnish report including punchlist. Design services must commence immediately after award of contract, with final drawings and specifications for construction to be complete within 120 days, which includes VA review at the 50% and 100% levels. The construction cost estimate is between $500,000 and $1,000,000. This is a 100% small business set-aside procurement. The area of consideration is limited to a 60 mile radius of the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA. The NAICS code designated for this procurement is 541330 and the small business numerical size standard is $4 million. This is NOT a request for proposal. All interested and responsible small business A/E concerns within a 60 mile radius of the work site should submit two copies of a current SF 254 and SF 255 to the attention of Lynne Dickerhoff, (04A1-H), at the VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206.
