- Provide digitizing, compression, and programming activities to integrate the video, audio, text, graphic, and screen capture components for multi-media training projects. This is a continuing effort supporting the completion of the internal control system PSM CD platform and other related interactive, multi-media projects. This procurement is for the integration of various interactive, multi-media components on a CD platform (positioned for web-based delivery) that provides anytime, anywhere e-learning. The following lists the minimum requirements for the muli-media components that are integrated into a CD/web-based performance support module: digitized/compressed video(minimum 8 hours on a single CD), streaming video delivered on user demand, audio w/closed caption text, graphics(powerpoint or related software), interactive reviews and exams(coursebuilder and questionmark), hyperlink to agency intranet, easy-to-use navigation system, equally deliverable via CD platform or agency web, performs successfully on a pentium 200 mhz machine. In addition, this procurement must be 100 percent compatible in design, functionality, navigation, and configuration with the APPS PSM and the internal control system audit planing tab CD platforms previously deployed throughout the requiring agency. This is a noncompetitive action processed IAW FAR 6.302-1 entitled only one responsible source and no other supplies or service will satisfy agency requirements. The intended source is Nutshell Media Inc.. The design/developmental processes being procured are proprietary to Nutshell Media and they are the sole owner of the video compression/streaming techniques unique to the CD platform. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. All responsible sources may submit a quotation which shall be considered. Solicitation no. DACW66-01-T-0055 is issued as a request for quotation. The RFQ and incorporated provisions and clauses are those in effect through FAC 97-21. NAICS Code 541511 w/small size standard of $18 million applies to this acquisition. The following FAR provisions apply: 52.212-1 Instructions to Offerors-Commerical Items, 52.212-2 Evaluation-Commercial Items(evaluation factors: price, past performance & technical capability). Offerors are advised to include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items with offer. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items applies. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical Items, applies (in addition, the following FAR Clauses sited in 52.212-5 apply: 52.222-26, 52.222-35 and 52.222-36). FAR 52.222-41 Service Contract Act of 1965, as amended applies. Department of Labor Wage Determination 94-2495 (R17) dated 9/18/00 applies.
