Description

Notice of intent to negotiate a SOLE SOURCE contract with Innovative Web Applications, Inc. to provide technical and computer systems management and expertise to maintain and enhance the current automated directives systems. Innovative Web Applications, Inc. holds copyright to the Explorer software and licenses for the Directives Review and Comment System (REVCOM). In addition, the prospective contractor has specific expertise and knowledge in programming, redesigning, and delivering the current Gemstone database and Smalltalk and Java programming languages. The prospective contractor has extensive experience in the design, deployment, and customization of Explorer and the Directives Review and Comment System applications. The Department of Energy intends to solicit and negotiate with only one source under authority FAR 6.302-1. No other sources will be considered. Requests for solicitation will not be honored. Notice being made to satisfy requirements of FAR Part 5 only. Public solicitation will not be issued. Contract is subject to funding.
