- Description
- It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with McMaster University Medical Centre, 1200 Main Street West, Room 2C10B, Hamilton, Ontario, L8N 3Z5 Canada, to provide NLM with search filters ("hedges" -- generic search strategies which can be applied to process against online databases) relating to Health Services Research (HSR) topics. HSR is the "scientific study of the effect of healthcare delivery and management on health care access, quality, and cost", and the "evaluation of the impact of a healthcare service or technology". McMaster University's staff has experienced and well-recognized experts in research study methodologies as well as search strategy filter development and testing. Dr. Haynes and his colleagues at McMaster University have been working for over a decade on ways to identify, evaluate, and apply medical knowledge as presented in the medical literature for the improvement of clinical practice. More recently, Dr. Haynes and his colleagues have conducted work on Health Services Research related search filters to improve access to this increasingly important body of knowledge. NLM wants to utilize the expertise available and the work already in progress at McMaster University for more in-depth analysis of HSR literature and search filter development. Dr. Haynes and his colleagues at McMaster have developed unique methods for identifying relevant and high quality studies as reported in the medical and health services research literature and have a model system in place for testing and validating their analyses as well as for developing and testing search filters. Dr. Haynes has MD and PhD degrees with over 25 years of experience and is therefore uniquely qualified for this project. The proposed acquisition will be procured under FAR Part 13 Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
