Description
Architect-Engineer services for multiple repair and alteration projects at postal facilities in the following counties and incorporated cities in Virginia: Arlington, City of Alexandria, Clarke, Culpepper, Fairfax, Faquier, Frederick, Loudon, Madison, Page, Prince William, Rappahannock, Shenandoah, and Warren. The term of the contract will be for two years with three, one year renewal options. Individual work orders will be issued and will be negotiated as an individual project. Work orders for any one project cannot exceed $250,000. The total amount of work ordered over the five year period may not exceed $2,500,000 or be less than $5,000. Architectural/Engineering firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, and (3) supplemental data described below. These submissions must be received by February 22, 2001, 3:00 PM. All submissions MUST be marked with the solicitation number listed above. The submission should include two complete copies of all information. The selection will be conducted with the combined use of SF-254 and SF-255. Interested firms with more than one office must indicate on their SF 255 the staffing composition of the office in which the work will be performed. To be considered for selection, interested firms must meet the following minimum requirements: 1. Be located in the geographic area where the work will be performed (see counties/cities listed above). Firms will be considered as local only if the sole office is in the local geographical area or they have a local branch office and all the design, coordination, and management of the project will be performed in that office; 2. Two registered architects OR two professional engineers (must be employees of the prime firm). After meeting the minimum requirements listed above, consideration will be given to interested firms responding to this advertisement based equally on the following criteria: 1. Strong CAD background using AutoCAD, list the average number of years experience for employees at the local office as well as the current version utilized; 2. Construction administration experience (briefly describe this experience in an attachment to the forms above. List a customer contact name and phone number for each item listed); 3. Past performance (briefly describe this experience in an attachment to the forms above. List a customer contact name and phone number for each item listed). The contract contains a requirement for firms to provide evidence of current errors and omissions insurance of $200,000 per claim. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this solicitation.
