Description

Foster Wheeler Environmental Corp. (FWENC) under U.S. Army Corps of Engineers (USACE) Prime Contract DACW33-94-D-0002 (NE TERC) seeks to prequalify potential offerors for marine construction elements associated with construction of shoreline disposal facilities at the New Bedford Harbor Superfund Site, New Bedford, MA. This announcement solicits specific information from interested firms. Foster Wheeler will evaluate information presented and will identify qualified firms who may be requested to respond to future solicitations. A qualified firm will meet the following requirements: 1. Demonstrate experience in construction of shoreline confined disposal facilities for containment of dredged sediment and/or. 2. Demonstrate experience in construction of sheet pile barrier walls for containment of contaminated dredged sediment and/or. 3. Demonstrate experience in construction of sheet pile walls, earth dikes, synthetic liner systems, dredging of contaminated sediments in marine and/or river shoreline environments. 4. Demonstrate an excellent Environmental, Health and Safety Program and history which meets these requirements; A) Be able to work under the guidelines of comprehensive Environmental, Health and Safety Programs, B) EMR rating of 1.0 or less for the current and previous three years (for years where an EMR is not established, the EMR is assumed to be 1.0), C) A Total Recordable Injury/Illness Incidence Rate for the current and previous three years of 8.8 or less, D) A Lost-Workday Incidence Rate for the current and previous three years of 4.0 or less, E) A Lost-Time Incidence Rate for the current and previous three years of 3.3 or less, F) Subcontractors with OSHA Citations in the past 5 years classified as "Willful" will not be considered. 5. Commitment to perform construction under Foster Wheelers project specific labor agreement. 6. Define business size classification for SIC 8744 Environmental Remediation Services. Preference may be given to qualified Small and Small Disadvantaged Businesses. 7. Demonstrate ability to provide resources to perform major construction activities at the New Bedford project location. Evaluation criteria will consider a firm's qualifications in the above items and past performance of adherence to established quality, schedule and budgetary requirements. Companies looking to be qualified shall submit a Statement of Qualification (SF 254/255) that addresses the listed requirements. The above numbered criteria shall be addressed in section 10 of SF 255. This section shall not exceed 7 pages.
