- Description
- The U.S. Department of Energy (DOE), Albuquerque Operations Office intends to procure, on a sole-source basis, maintenance of the DOE Acquisition and Financial Assistance Management System (AFAMS) in support of the DOE acquisition and financial assistance functions. The intended source is SAP Public Sector and Education, Inc. (SAP), formerly Procurement Automation Institute, Inc. The award of an Indefinite-Delivery, Indefinite-Quantity Fixed Price type of contract, with Cost Reimbursable Line Items, is contemplated. The service is to provide maintenance of the AFAMS using proprietary Intelligent Procurement Software (IPRO), which is a windows-based client-server application that is two-tiered and has a data base management system (Oracle and MS SQL) backend. There are various components that are involved in the IPRO commercial software application. The commercial IPRO product is built using a framework that supports multiple platforms without having to port the source. All program files that are required are part of the installation procedure and reside on the server. The knowledgebase consists of proprietary files (binary and text files) that identify agency specific data elements (variables) and logic associated with creating documents and forms. The knowledgebase is the central part of IPRO, using a logic-based system designed to assist the contract specialist/contracting officer with creating, reviewing, revising and printing several types of standard, repetitive agency specific documentation involved in the acquisition and financial assistance process. As the IPRO software is proprietary, it is not possible for IPRO customers to have a programmer create, update, or maintain the knowledgebase. The knowledgebase is designed to contain all the knowledge (i.e., the text and logic) necessary to prepare the various forms of an agency's standard acquisition and financial assistance documents. The forms-package is also fully integrated within IPRO, in order to eliminate the necessity for a separate database connection. All database activity is performed through IPRO and existing connections. Therefore, the dependency on a third party program has been eliminated. All program files that are required are part of the installation routine and reside on the server. The IPRO application supports Oracle, SQL Server and Sybase databases. The AFAMS is a unique knowledgebase that is customized to incorporate DOE's agency specific forms, documents, terms and conditions, and other business rules to implement our acquisition and assistance policies and procedures. The AFAMS provides a SINGLE SYSTEM (single-point of entry; i.e., NOT MODULAR), which incorporates substantial re-engineering of business processes and best practices amongst the DOE Offices. The system is designed to support the federal acquisition process through all (cradle-to-grave) acquisition (both small and large/complex) and assistance phases including requirement definition, pre-solicitation, solicitation, evaluation, award, post-award and closeout. In addition to acquisition and assistance processes that are incorporated into this system, the system also provides management with a mechanism to obtain required reporting & statistics, achieve electronic commerce, interface with other existing business systems and store vendor data. The system provides for an automated transfer of data, from document to document, throughout the various acquisition and financial assistance phases, eliminating duplicate data entry. The AFAMS represents the combined and synthesized efforts and best practices of eight DOE operations offices (CORE Group) and award to any other source would result in substantial duplication of costs and efforts by DOE, as well as unacceptable disruption of services. In addition to the maintenance procured under this contract, additional licenses may be obtained by other DOE offices, which provides for an opportunity to benefit from the efforts of the CORE Group, as well as cost savings of maintaining one system that meets agency specific needs. The anticipated period of performance will be one year with four one-year option periods, for a total period of performance of five years.
