- Description
- The NAVY EXPERIMENTAL DIVING UNIT, Panama City, FL. intends to procure via SIMPLIFIED ACQUISITION PROCEDURES: Support of Biomedical Research Department. Contractor shall assist in the organization of personnel and equipment for the purpose of conducting research in both laboratory or field settings. Research programs shall include any areas pertinent to human performance in environmental extremes. Contractor shall use existing technology where applicable and have the ability to develop and refine new technology where necessary to solve emergent problems related to the successful completion of a research project. Assist a Principle Investigator in the formation of reports, test plans and protocols as per NAVXDIVINGUINST 3965.1. Contractors key personnel shall meet the following special requirements. Extensive knowledge of human performance in environmental extremes and how that performance relates to operational issues and mission success or failure. Knowledge of research methods sufficient to assist in the planning and execution of a research project. Knowledge of resource management, including but not limited to, equipment and personnel logistic issues and training of support personnel. Knowledge of military operational requirements and funding sources to address those requirements, and knowledge of inter-organizational and intra-organizational collaboration from a personnel, facilities and equipment perspective. Extensive knowledge in the use and managing of both man and non-man rated hyperbaric chamber systems and biomedical research devices. Operate research equipment, Test Pool, Environmental Chamber, Diving or environmental Control Systems and facilities necessary for the collection of biomedical research data. Extensive knowledge related to terrestrial, air, and diving operation in the Special Operations (SOF) community (NECs 5326 and 7352). Minimum of 20 years active duty military experience, majority of which shall have been as a member of an operational unit in the US Navy Special Operations community. In-depth knowledge of USN diving procedures according to USN Diving Manual SS521-AG-PRO-010, and qualifications as a USN Diving Supervisor, technical and logistic requirements necessary to conduct biomedical research as per NAVSEAINST 5450-27 and there application to research conducted at Navy Experimental Diving Unit. A SCI Security Clearance rating shall be required for key personnel. Vendor shall submit resumes of key personnel with proposal.
