- Description
- The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Healthcare Network Upstate New York (VISN 2) intends to award a contract in the following areas related to third party revenue collection- 1)provision of pre-registration services, to include insurance identification, 2)provision of insurance verification services, 3)analysis and possible re-engineering of the pre-certification function, and 4)at the option of the government, provision of pre-certification services. A key financial aim of the Department of Veterans Affairs Strategic Plan is "to increase the share of the medical care operating budget coming from alternative revenue streams to 10 percent." Unfortunately, a number of factors are having a negative influence on cost recovery- e.g. a declining population of veterans, a shift in health care delivery away from inpatient to outpatient care, and the increasing share of HMO coverage among the insured veteran population. The combined effect of these and other negative factors has resulted in a decline in total cost recoveries since FY 1995. After the Office of Revenue in the Veterans Health Administration (VHA) directed a series of program assessments to improve operational effectiveness it determined that it was appropriate and timely to consider "contracting out some or all of its third-party/first-party" revenue generating processes to improve collections and make the process as efficient as possible. The VA Healthcare Network Upstate New York is participating in a pilot project to test the feasibility of contracting out selected revenue related processes. Proposals are due by close of business Thursday, February 22, 2001. A one day bidders conference will be held starting at 9:00AM, (EST) on Tuesday, February 6, 2001 at the VISN 2 Headquarters on the grounds of the Stratton VA Medical Center, 113 Holland Avenue, Albany, New York 12208. The purpose of this conference is to educate potential bidders about VISN 2 and its revenue collection evironment and to answer questions/provide clarification concerning the solicitation. Interested parties should provide notice of intent to attend the conference to Michael Wilson, Systems Flow, Inc. by the close of business January 30, 2001 via facsimile (301-816-3019) or email (mw@sysflow.com). Further information on the conference will be provided upon receipt of the notice to attend. Participation is limited to two representatives from each firm. For each participant, provide name, telephone number, facsimile number, and email address. In addition, provide the company name, address, and a short description to introduce the firm.
