Description
Provide services necessary to update and/or revise and present a course of instruction entitled "Negotiating, Conflict Management & Dispute Resolution." This requirement will be a Firm Fixed Price, unrestricted procurement for one (1) base year with two (2) option years. The objective of this course is to convey the knowledge and hands-on experience which makes dispute resolution a part of each Corps of Engineers manager's tool kit for effective decision making. The course should enable managers to address the types of conflict encountered in project management, regulator functions, negotiating local cooperative agreements, managing operations and finances, base closure, and in the Superfund/DERP responsibilities of the Corps. The course will provide a variety of Alternative Dispute Resolution (ADR) techniques and how to head off potential disputes or mitigate conflict when they occur. Course sessions are scheduled for March, April and June during FY01, April and June during FY02 and FY03, at various locations in the U.S. A team of two (2) instructors shall be provided by the contractor at each session. The team shall consist of one (1) lead instructor and one (1) assistant instructor at each session. Both instructors must be present during the entire course, at each course session. Lead instructor should have (a) 200 hours of teaching experience during the past five (5) years in ADR related short course of instruction, (b) Of the 200 hours document that 100 hours shall have been devoted to teaching personnel employed by federal or state agencies, (c) Master's Degree from an accredited college or university with a major area of emphasis which directly relates to one or more topics. A bachelor's degree with a major area of emphasis which directly relates to one or more topics, plus seven (7) years of teaching experience in ADR related topics can substitute for a masters degree. Assistant instructor should have (a) 100 hours of experience during the past three (3) years teaching ADR related short courses of instruction, (b) Of the 100 hours, document that 50 hours shall have been devoted to teaching personnel employed by federal or state agencies, (c) Bachelor's degree from an accredited college or university with a major emphasis which directly relates to one or more of the topics. One team instructor shall have documented certification and experience in the administration and interpretation of strength deployment inventory designed to identify personality style and their influence on the dispute resolution process. A copy of the solicitation will be provided at no cost to interested parties. Solicitation should be issued on or/about 26 January 01. Responsible sources may submit proposals which shall be considered by this Agency. NAICS Code applicable is 61143. Contractor must furnish business size with written request, along with duns number, tax identification, cage code and must be registered in central contractor registration.
