Description
Deadline for receipt of applications: February 21, 2001 Request for Proposals: The Oil Spill Recovery Institute (OSRI) is seeking proposals for the organization and conduct of a workshop for environmental and science educators in Southcentral Alaska to discuss their programs and develop a regional program. This workshop will be scheduled in April 2001 and will involve approximately 15-25 educators. The workshop goal is to plan and begin implementation of a regional education program that will enhance citizens' appreciation for the ecosystems around them and will include a focus on oil pollution issues. Some of the topics to be addressed at the workshop include:  Status of environmental and science education programs in Southcentral Alaska.  Gaps and overlaps in regional programs.  Goals for enhancements and new program development.  Opportunities for coordination and partnerships.  Planning for a regional environmental monitoring and science education program that will enhance understanding of ecosystems and risks to ecosystems, including oil pollution. Work plan tasks for the contractor will be performed under the direction of a five-member Alaska-based Steering Committee (Steering Committee). Committee members will include educators from Cordova, Kodiak, Homer and Anchorage, and an OSRI staff person. Work plan tasks shall include: 1. Between March 5-15, 2001, develop the workshop agenda and invitation package to be sent to individuals invited to the workshop. The Steering Committee will provide the list of workshop invitees and the items to be covered during the workshop. 2. Make the arrangements for a meeting location, travel and other meeting logistics. Travel stipends will be offered to participants, as recommended by the Steering Committee; reimbursement or cash advances for travel costs will be administered by the OSRI financial office. 3. Provide a facilitator and recorder during the workshop. 4. Prepare a workshop proceedings document that includes an Executive Summary, brief descriptions of existing programs with contact information, and a detailed description of the regional program developed during the workshop with a timeline and implementation plan. The proceedings will be submitted in both a printed format and an electronic format to each Steering Committee by no later than June 4, 2001. The contractor will also provide 40 printed copies of this document to the OSRI office. 5. Participate via teleconference in 3-4 meetings with the Steering Committee to plan the workshop and review products from it. These meetings will include the following:  Discuss contract requirements and expectations.  Review progress and receive Steering Committee approval of agenda and invitation package.  Review progress and receive approval from Steering Committee on distribution of workshop summary to workshop participants and other interested parties. Application Process Interested candidates must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI web page (http://www.pwssc-osri.org) or from the OSRI by calling (907) 424-5800. The original and three copies of the proposal, including the copy bearing the signed cover page, should be mailed to: Proposal: Education workshop Prince William Sound Oil Spill Recovery Institute P.O. Box 705 Cordova, AK 99574 Proposals must be submitted in hard copy form. An electronic version of the body of the proposal (i.e., without the OSRI forms) is also requested, either on a disk or sent directly to frontdes@pwssc.gen.ak.us. Proposals will not be accepted by FAX and must be postmarked by the due date. Proposal Evaluation The OSRI Director, OSRI Technology Coordinator, and the Steering Committee will evaluate proposals. Proposals will be evaluated by how well they meet the needs of the RFP and by the experience exhibited by applicants in performing similar tasks in the past. For more information, refer to the OSRI Grant Policy Manual, Section 4.4.1, which can be found on the OSRI web page. Specific criteria that will be used to evaluate proposals include: 1. The capabilities, related experience, techniques and methods of the proposing organization. 2. The capabilities, qualifications, and experience of the proposing organization's key personnel. 3. The organization's record of past performance with similar types of projects. Applicants should include references to aid in evaluation of performance criteria. 4. The cost to perform the required professional services. Awards Proposals must be postmarked by Wednesday, February 21, 2001. The award will be decided by the method described above. Awards will be made by no later than March 5, 2001. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy manual. Additional Information OSRI provides awards for research in the sciences, engineering and technology as well as educational programs. The awardee is wholly responsible for the conduct of such programs, research and preparation of the results for publication. OSRI, therefore, does not assume responsibility for the research findings, their interpretation or implementation of programs. OSRI welcomes proposals from all qualified scientists, engineers, and educators and strongly encourages women, minorities, and persons with disabilities to compete fully in any of the research related programs described here. Privacy Act and Public Burden The information requested on proposal forms is solicited under the authority of the Oil Pollution Act 1990. It will be used in connection with the selection of qualified proposals and may be disclosed to qualified reviewers and staff assistants as part of the review process; to applicant institutions/grantees; to provide or obtain data regarding the application review process, award decisions, or the administration of awards; to government contractors, experts, volunteers, and researchers as necessary to complete assigned work; and to other government agencies in order to coordinate programs. Submission of the information is voluntary. Failure to provide full and complete information, however, may reduce the possibility of your receiving an award.
