Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for provide research focused on using the direct simulation Monte Carol (DSMC) method to simulate transition from laminar to turbulent flows. Fundamental to this new approach is the use of direct physical simulation that captures all scales of disturbances and restricts empirical input to the level of individual molecular collisions. This research represents a unique approach for investigating and identifying fundamental mechanisms associated with transition. Both dedicated and general DSMC computer codes will be delivered. Option 1 for an additional year: Modification of the existing general two-dimensional and axially symmetric programs to study three-dimensional effects in flows over two-dimensional or axially symmetric boundaries. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from GAB Consulting, who is the only responsible source and no other supplies or services will satisfy Agency requirements. GAB Consulting has unique experience in rarefied gas dynamics and innovative developments of physical models and implementation -- the results of which serve as the foundation of the DSMC method. It would take substantial duplication of time and money in order for another individual to perform these tasks and these costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 6, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communicationsare not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
