Description
The Naval Research Laboratory (NRL) has a requirement for engineering, technical, coordination, operational, maintenance, and documentation services to support Research, Development, Test and Evaluation (RDT&E) of flight programs for integrated electronic warfare simulation scenarios. The services require the application of technical and engineering expertise and specialized experience in electronic warfare (EW) simulation, decoy, and deception programs. The services are required to support project engineers and managers during the development , installation, testing, operation, maintenance, calibration, and removal of simulators and EW support equipment utilized at NRL and specially equipped research aircraft. The major portion (approx. 70%) of the support will be performed at NRL's Flight Support Detachment, Patuxent River, Maryland. Approximately 10% will be performed at NRL-Washington, DC with the remaining portion at various as-required unknown locations. The successful contractor will be required to have a secret facility clearance, COMSEC account, and secure voice capability prior to award of contract. The current incumbent is Eagle Systems Incorporated, 22560 Epic Drive, California, MD 20619. A Cost Plus Fixed Fee (Term) contract is anticipated for award. The base period of performance is one year. The contract will have four options, one year each. The estimated number of hours for this contract is 10,688/yearly or 53,440 for the entire contract, if all options exercised. The statement of work will be included with the solicitation package. All tasks are to be bid inclusive, and will not be broken apart. The solicitation will close approximately thirty (30) days after issuance of Request for Proposal (RFP). All responsible sources may submit an offer, which shall be considered. Numbered Note 26 applies. NRL utilizes Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
