- Description
- (I) This is a combined synopsis/solicitation for commercial services prepared in the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. NO OTHER DOCUMENTS WILL BE ISSUED. (II) This solicitation is issued as Request for Quotation (RFQ) 40804-1G1003. (III) This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 97-20. (IV) This solicitation is not set aside for any preference program. The Standard Industrial Classification (SIC) code is 8249; the North American Industry Classification System (NAICS) code is 611519. (V) (A.) Service to be Performed: Instruct federal inmates incarcerated at the U.S. Penitentiary, Leavenworth, Kansas, in a Graphics Arts Program, with all courses culminating in a one-year Certificate in Graphic Arts. Curriculm to include Layout & Design, Computer Graphics, Sign Making, Engraving, and other subjects mutually agreed upon by the contractor and the government. Due to security concerns, some software programs may be modified by the government. Contractor must provide verification of each instructor's graphic arts experience or provide a teaching certificate in the field of graphic arts. If possible, the courses should be accredited by an agency such as Accrediting Commission for Independent Colleges and Schools, North Central Associate of Colleges and Schools, or Accrediting Commission for Trade and Technical Schools. Instructors will be responsible for administration and grading of examinations. Any individual working within the confines of the US Penitentiary must undergo a background investigation and drug test prior to being permitted inside the institution. In addition, a 3-4 hour orientation class must be completed prior to beginning the contract work. The time spent in this class is reimbursable to the contractor at a rate negotiated with the government at time of the award of the contract. The contractor will not be supervised by the Government, however, work will be monitored in order to verify satisfaction of contract requirements. The offers received will be evaluated on price and non-price related factors on a level of 100 points (60 non-price, 40 price). Experience in a correctional environment is not required, but will increase the points awarded. Accreditation, while preferred, is not required, and if verified will increase points received. The government may award the contract without discussions, therefore, offferors are instructed to submit their best offer initially. A site visit is not scheduled. (B.) Place of Performance: U.S. Penitentiary, 1300 Metropolitan Avenue, Leavenworth, KS. 66048 (VI) Period of Performance: Date of Award until 9/30/2001. (VII) FAR Provision 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000), is hereby reference. The following addenda are included by reference: At paragraph C, Period of Acceptance of Offers, offerors must agree to hold the prices submited for sixty (60) calendar days from the date specified for receipt of offers. At paragraph H, Multiple Awards, the Contracting Officer has determined multiple awards are not applicable in this solicitation, and the paragraph is hereby removed in its entirety for the purposes of this solicitation, and the paragraph is removed in its entirety. (VIII) FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items will be completed prior to award. (IX) FAR Provision 52.232-33, Mandatory Information for Electronic Funds Transfer Payment applies to this solicitation. (X) Offers may NOT be sent via fax. Offers must be received no later than 2:00p.m., Central Time, February 20, 20, 2001, clearly marked with RFQ number. THIS IS NOT A SEALED BID.
