- Description
- The U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA) intends to award cost sharing cooperative agreements for conducting pilot tests and performing technology demonstrations to improve efficiencies in the intermodal freight process and to establish a foundation for the development of an Intermodal Freight Intelligent Transportation Systems (ITS) architecture. Agreements are intended to be awarded to individual Action Groups of the Intermodal Freight Technology Working Group (IFTWG). The intermodal industry's Electronic Data Interchange (EDI) Systems are, for the most part, operated independent from their Intelligent Transportation Systems counterparts. As a result, public-private partnerships are needed to bridge the information systems technology constraints that may hamper efficiencies for both the public and the private sectors. Through the award of these cost-sharing agreements, the USDOT/FHWA plan to implement a series of operational deployments to test concepts which support greater harmonization of tracking technologies and EDI among the intermodal segments. It is intended that these initiatives will lead to improved efficiencies in the intermodal process and establish a foundation for the development of an intermodal ITS freight system architecture. The pilot tests will emphasize and address the following major issues: 1) Asset Visibility- Making the Business Case: reconciling system level returns on investment with those of the individual stakeholders; 2) Terminal Dray -- Advancing Deployments: focusing on Ports and Terminal Dray operations and on technology solutions which bridge the gaps between the modes; and, 3) Development of the Information Highway, which will integrate data from other intermodal freight information systems and activities. Parties who feel they possess the capabilities to successfully perform any or all of the pilot tests referenced in this announcement should submit a letter of interest to the FHWA, along with their relevant experience, qualifications and capabilities to the following address: Federal Highway Administration, Office of Acquisition Management, 400 7th Street,S.W., Room 4410, Washington, D.C. 20590
