Description
This notice is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested & a written solicitation will not be issued. Quotes will be accepted by FAX:(916) 985-1933 or mail (Western Area Power Administration , ATTN: S. Bates, 114 Parkshore Dr., Folsom, CA 95630. This procurement is being issued unrestricted; NAICS is 334516 with a size standard of 500 employees. This solicitation & incorporated provisions & clauses are those in effect through Federal Acquisition Circular (FAC) 97-22. Western Area Power Administration, Sierra Nevada Regional Office has a requirement for 2 Each Mini SF6 Gas Reclaimer Cart to be used on Circuit Breakers with Small SF6 gas quantities. The unit is used for the recovery, storage, transportation, conditioning, & dispensing of sulfur hexofluoride gas (SF6). The unit will be used in several substations & must be capable of being placed into the bed of a compact pick-up truck. The unit must be able to be loaded by an individual craftsman without accessories & must not exceed 350 lbs. To allow for transportation, the cart must liquefy SF6 gas removed from breakers directly into DOT compliant cylinders. Since CFR 713 does not allow transportation of SF6 gas in ASME tanks or refrigeration vessels at pressures in excess of 41 psig, the storage method used by the reclaimer must be DOT approved cylinders. The reclaimer must operate on a 120 VAC, single phase, 20-amp circuit. The reclaimer must include a vacuum pump of at least 10-CFM that is integral to the unit & does not require the connection of any additional hoses or lines in order to evacuate air & moisture from breakers before refilling with SF6 gas. The reclaimer must recover at least 99% of the total volume of SF6 gas from the device from which the gas is being removed. The reclaimer must include an integral AC powered electronic vacuum gauge that can be used to measure the vacuum level in the breaker being evacuated without connection of any additional hoses or lines. The reclaimer must include pneumatic wheels that will allow it to be moved by one person on rough surfaces when it is removed from vehicles & placed on substation surface. The reclaimer must include an integral, easily serviceable in the field, filtration system that will remove particles, moisture, & decomposition products from the SF6 gas. The reclaimer must be capable of using the gas compressor to move SF6 gas from the storage cylinder to the breaker. Using the pressure differential between the storage cylinder & the breaker eing filled as the method for transferring gas is not acceptable because it leaves gas in the cylinder that should be returned to the breaker. Connections to the piece of equipment being evacuated or filled shall be self-sealing type. Brand Name or equivalent to: Velcon GHE 120B manufactured by Filtrex, Inc.; DILO Mini Plus manufactured by Dilo Company, Inc.; ENERVAC GRU-4 manufactured by ENERVAC Corporation; and LIMCO PET 2015A manufactured by LIMCO, Airepair Inc. & Aeroduct. Offerors shall quote based on a delivered price, FOB Destination to Elverta Maintenance Facility, 7940 Sorento Rd., Elverta, CA 95626. The requirements at FAR 52.214-21 'Descriptive literature apply. Information provided must demonstrate the unit's ability to meet the standard specification or offer may be rejected. The following FAR Provisions apply to this solicitation: FAR 52.212-1; Instructions to Offers-Commercial Items; FAR 52.212-2 Evaluation -- commercial Items, Technical capability of the item offered to meet the Government's need Price & Past Performance shall be used to evaluate offers. Technical & past perf when combined are more important than price; FAR 52.212-4 Contract Terms & Conditions -- Commercial Items; FAR 52.212-5 Contract Terms & Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, specifically section b(1), b(3),b(11), b(12), b(13), b(14), b(15), b(16), & b(20). To be considered responsive, offerors must submit a COMPLETED copy of provisions at 52.212-3 Offerors Reps & Certs -- Commercial Items with offer. Copies of this may be requested by contacting Contracting Officer. Questions regarding this acquisition must be submitted in writing NLT Tuesday, January 30, 2001 by 2:00pm PST. Offers that fail to furnish the required information, or reject the terms & conditions of the solicitation may be excluded from consideration. The Govt anticipates award of a Firm-Fixed Price Contract IAW Part 12 of FAR (Acquisition of Commercial Items).
