- Description
- DESC: The United States Army Tank-automotive and Armaments Command-Warren (TACOM-Warren) will be issuing a sole source Request for Proposal (RFP) to Chang Industry Inc. to further investigate develop, downsize and test the Close-In Radial Coverage Sensors (CIRCS) part of the improved Radial Shaped Charged (RSC) Active Protection Counter Measure (AP-CM) device designs they are currently modifying, testing and evaluating. This acquisition will include devising, assembling and testing improved radial coverage surface mounted antennas, sensor transmitter and receiver components, front-end signal conditioning electronics and digital signal processor hardware and software. The effectiveness of these enhanced CIRCS linked with RSC designs will be tested against tank fired kinetic energy (KE) and chemical energy (CE) rounds as well as ATGM and RPG anti-tank projectiles. The tests against flying projectiles will use a highly instrumented test range to document the projectiles residual flights and lethality after being subjected to the effects of the CIRCS enhanced RSC AP-CM designs. This requirement will be acquired as a Cost Plus Fixed Fee (CPFF) modification to Contract DAAE07-99-C-L062 with Chang Industry Inc., LaVerne, CA. The period of performance for this effort shall be fifteen (15) months from date of award. This requirement will be solicited by letter. Issuance of a formal solicitation is not anticipated. While this RFP is being issued on a sole source basis, any interested parties may request a copy of the letter RFP by sending an e-mail request to joudasj@tacom.army.mil. All solicitations issued on or after 1 Apr 1999 require offerors to submit offers paperless: only electronic format will be accepted. Contractors will be required to submit their response in one of the following electronic mediums: via 100 megabyte Zip*-disk, e-mail, 3 inch disk, or 650 megabyte CD ROM. Offers/bids are to be emailed to Offers@tacom.army.mil. Do not email offers to the buyer. The subject line of the email submissions must read "Offer-DAAE07-01-R-L002 Closes 14 Mar 01". Maximum size of e-mailed offers shall not exceed 3.5 megabytes. Compressed files must be self-extracting and have appropriate instructions to open. Hard copy responses will not be accepted. Please make sure this agency has been furnished with the following additional information: CAGE, Company Name, DUNS Number, and the email address where you would like the notice sent. All offerors must be registered in the Central Contract Registry prior to receiving any award. See the website http://ccr.edi.disa.mil/ccragent/plsql/ccr.welcome for information on how to register. The estimated release date of RFP DAAE07-01-R-L002 is 12 Feb 01. Numbered Note 22 applies.
