Description
The purpose of this amendment is to anwer questions regarding the solicitation, as follows: 1. QUESTION: If a Small Business teams with a Large Business (Mentor-Prot g relationship), is it acceptable to the Government that the small business (which has a Secret facility clearance) be allowed to work at the large business's Top Secret cleared facilities until the small business obtains Top Secret also? ANSWER: The top secret facility clearance is required for the individuals to work on the project. The work to be performed on the contractor premises is at the Secret Level. You can work at their facility as long as you have cleared personnel. 2. QUESTION: Can you give me a Point of Contact at Ft Detrick who handles Security questions and issues? ANSWER: All security, technical and contractual questions should be sent in writing to the following email address: linda.devine@tao.army.mil. The questions will in turn be answered by an amendment. This will insure that all bidders have the same information. 3. QUESTION: We are a Woman Owned, SDB, HubZone certified, 8(a) small business and have a DOD Secret facility clearance. Our and our team partner's skills are a perfect match for the technical requirements listed in the Statement of Work; however, both lack a Top Secret DOD facility, as required. Will the government sponsor us for the TS facility clearance? ANSWER: The appropriate security clearance is required prior to contract award. 4. QUESTION: If the Government will sponsor for a TS facility clearance, how long does it take for this approval (or interim approval)? ANSWER: An interim facility clearance can be obtained in a relatively short period of time. Response is based on how fast DSS processes the paperwork. 5. QUESTION: When is award of this solicitation anticipated, because I believe we have to have a TS clearance by the time of award? ANSWER: Award is anticipated by 1 Mar 01. 6. QUESTION: Will the Government accept interim TS clearance by the time of award? ANSWER: Interim clearance is acceptable for facility clearance. The same applies to personnel security clearances. 7. QUESTION: We have an office a few miles from Ft Bragg. We have a fully compartmentalized courier certified, CMMI Level 3 and ISO Certified ETC facility located in Pennsylvania. We can locate top secret personnel and couriers as necessary to work out of the North Carolina office and perform work as appropriate from both locations. Can the majority of work be performed in this manner or do the classified facility and top secret employees etc have to be permanently located within a two hour radius? 8. ANSWER: The Top Secret clearance is for individuals. The facility must be able to perform Secret work on the premises. The TS facility clearance from Pennsylvania can be used; however, the North Carolina office would have to get cleared for Secret Storage, Top Secret facility clearance. 9. QUESTION: Can we bid a cost plus fixed fee proposal? We have a great not for profit independent third party software review capabilities and have performed work for SOCOM. ANSWER: A cost plus fixed fee contract will not be considered for this solicitation. A firm fixed price, level of effort contract will be awarded. 10. QUESTION: What is the function of the application? ANSWER: Reference Statement of Work, paragraph 3. The function of the application is command and control systems. 11. QUESTION: What language was the application (SOFTools) written in? ANSWER: Reference Statement of Work, paragraph 3. TCL/TK Software. 12. QUESTION: Is this language for proprietary or an open-system platform? ANSWER: Reference Statement of Work, paragraph 3. Open system Windows NT. 13. QUESTION: Is there a preferred platform for the proposed software definition, analysis and presentation? ANSWER: Reference Statement of Work, paragraph 3. Microsoft Windows Platforms NT, Windows 98. 14. QUESTION: Is the projected time frame of project duration for the initial phase (analysis and evaluation) approximately 6-8 months? ANSWER: Reference Statement of Work, paragraph 6. Draft deliverables are due with 90 days of contract award. Final documents are due 30 days after government approval. 15. QUESTION: Who is the end user Agency? ANSWER: Reference Statement of Work, paragraph 2. JSOC. 16. QUESTION: Do you anticipate an extension for response submittals? ANSWER: An extension is not anticipated at this time.
